About this opportunity
The Department of the Army Criminal Investigation Division at Fort Jackson is seeking to procure and install a comprehensive Video Surveillance and Enterprise Physical Access Control System for Building 5483. The procurement involves upgrading the facility's current security infrastructure with a CAC-enabled ePACS system from LenelS2 OnGuard and a new Video Surveillance System with Vision or Bosch cameras and Milestone XProject Expert software. Key technical requirements include multi-factor authentication, dedicated security network, UPS backup power, and future integration capabilities for alarm monitoring and data systems. The contract specialist Roger Miller will oversee the procurement, with responses due by February 6, 2025, at 10:00 AM EST. Potential contractors must demonstrate past performance, technical capabilities, and ability to self-perform at least 50% of the work.
The contract is set aside exclusively for small businesses within the NAICS 423410 category (Photographic Equipment and Supplies Merchant Wholesalers) with a size standard of 200 employees. The Product Service Code is N063 for installation of alarm and security detection systems. The performance period is 180 calendar days, with an anticipated firm-fixed price contract structure. While specific award value was not disclosed, the project requires comprehensive system testing, staff training (3 hours for ePACS administrators, 1 hour for operators, and 4 hours for video surveillance), and includes a one-year warranty with maintenance support. Work will be conducted during standard business hours (0830-1630 Monday-Friday), and contractors must comply with NDAA Section 889 and coordinate closely with security, IT, and facilities personnel throughout implementation.
