About this opportunity
The Mission and Installation Contracting Command Center at Fort Knox, on behalf of Joint Task Force-National Capital Region / Military District of Washington Production Acquisition Division, seeks to establish an indefinite-delivery indefinite-quantity contract for video production and audiovisual support services, with proposals due July 14, 2026 at 10:00 AM ET. This is a total Women-Owned Small Business set-aside with a $45 million ceiling across a five-year ordering period (September 1, 2026 through August 31, 2031).
Place of performance is Washington, DC, with deliverables to HQ USAMDW at Fort McNair. The NAICS code is 512110 (Motion Picture and Video Production); PSC is T006.
Offerors must demonstrate at least five years of industry experience with 100% responsibility for all production phases (scripting, pre-production, production, post-production editing, and distribution) on individual contracts valued at $350,000 or greater within the past 60 months. Video productions support Army units and other DoD and federal agencies, targeting audiences ranging from senior DoD leadership and Congressional staff to military servicemembers, families, and the general public.
The government will award unpriced IDIQ contracts to all responsive, responsible offerors meeting evaluation criteria; no limit on number of awards is anticipated. Individual task orders carry minimum thresholds of $5,000 and maximum limits of $10,000,000 per order. All deliverables require Section 508 compliance including closed captioning and audio description. Contractor personnel requiring Army installation access must complete AT Level I awareness training and iWATCH training within 30 days of task order start; non-CAC installation access processing requires a minimum of two to four weeks.
Evaluation employs a gated approach: Factor 1 (Technical Proposal—most important) includes Experience/Capability (Pass/Fail in Phase 1), Product Samples (Acceptable/Unacceptable in Phase 2), and Treatment (Acceptable/Unacceptable in Phase 2). Offerors failing Phase 1 are eliminated. Factor 2 (Past Performance—less important) is evaluated only for Phase 2 passers using recency, relevancy, and confidence ratings. Award is intended without discussions but the Contracting Officer reserves the right to conduct discussions if necessary. The most recent amendment (July 8, 2026) clarified that vendors with CUI-classified eLearning content maintaining CMMC Level 2 compliance may submit direct links through the Joint Knowledge Online Learning Management System instead of hosting samples on vendor servers.
