About this file

This is an amendment to a government solicitation providing responses to industry questions regarding product sample submission requirements.

Amendment 2 to solicitation W9124D26RA096 addresses Question 46 concerning the submission of interactive eLearning and Instructional Material and Information (IMI) product samples. The amendment clarifies requirements for vendors submitting eLearning video products as samples under Sub-factor 2 (Product Samples) in Attachment VI. The government confirmed that vendors with Controlled Unclassified Information (CUI) classified eLearning content who maintain Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance may submit direct links to their products through the Joint Knowledge Online Learning Management System (JKO LMS) instead of hosting samples on vendor servers. This accommodation applies specifically to interactive eLearning video products containing CUI that cannot be hosted on vendor servers due to CMMC compliance requirements. The amendment modifies Addendum to FAR clause 52.212-1(VI)(A)(2)(ii)(d) to establish this acceptable submission method, allowing vendors to maintain information security compliance while still providing government evaluators with access to product samples via JKO LMS for those with Common Access Card (CAC) credentials.

W9124D26RA096, Amendment 2 - Government Responses to Industry Questions

Sub-factor 2 — Product Samples

Question 46: Interactive eLearning Samples - Attachment VI, PROPOSAL PREPARATION & SUBMISSION INSTRUCTIONS, Page 5 – Sec 2 Product Samples/Example Categories, item e.

Question: I apologize for not including this question ahead of the submission date, but it wasn’t an issue until we learned more about the eLearning / IMI product sample submissions. The IMI / eLearning training courses Metro has produced are recognized as CUI. Due to our team’s CMMC Level 2 compliance, we are unable to host those training courses on our server and unable to provide a direct link for review or we wouldn’t be compliant.

I was curious if the team reviewing our response to this solicitation had CAC cards and could access the Joint Knowledge Online Learning Management System (JKO LMS). If so, we could provide a direct link to the course via JKO in our proposal. Please let me know if that is acceptable.

ANSWER: Yes, the submission of IMI/eLearning training sample via Joint Knowledge Online Learning Management System (JKO LMS) is acceptable.

The solicitation will be amended to add the following to Addendum to 52.212-1 (VI)(A)(2)(ii)(d) clarifying that samples for interactive eLearning video products shall adhere to the following requirements:

• If interactive eLearning video products contain Controlled Unclassified Information (CUI) and cannot be hosted on vendor servers due to Cybersecurity Maturity Model Certification (CMMC) concerns, direct link to products in Joint Knowledge Online Learning Management System (JKO LMS) is acceptable.
