About this file
This document outlines contractor on- and off-ramping procedures for Indefinite Delivery/Indefinite Quantity (IDIQ) contract W9124D26RA096, which governs the provision of services and supplies under a Performance Work Statement (PWS).
The Government may exercise on-ramping at its discretion to maintain a competitive and innovative vendor pool by reopening competition using the same basis of award from the initial solicitation. New IDIQ awards resulting from on-ramping will include identical terms and conditions as existing contracts and will not extend the overall contract period. For off-ramping, the Government conducts annual evaluations of IDIQ holder participation, assessing contractor response rates to task order requests and proposal quality. The Government reserves the right to terminate any IDIQ award for convenience if a contractor responds to fewer than 50% of task order requests or receives unacceptable technical evaluations on 50% or more of proposals. Additionally, the Government may terminate for convenience if deliverables or work products materially conflict with Agency statutory or regulatory obligations, established communication or editorial standards, public messaging guidelines, or programmatic or policy objectives defined in the Statement of Work. Off-ramped contractors must receive written notice of intent to off-ramp from the contracting officer, are prohibited from competing for new task orders, but remain obligated to fully perform existing task orders.

Contractor On- and Off-Ramping Procedures W9124D26RA096
At any time during the effective period of the established Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, the Government may, at its discretion, on-ramp or off-ramp contractors in accordance with RFO FAR 16.504-4. This process ensures efficient competition among vendors providing the required services and supplies under the Performance Work Statement (PWS).
On-Ramping Procedures: For the purpose of maintaining a current, competitive, and innovative pool of vendors, the Government, at its complete discretion, may elect to open an on-ramping window to increase the number of IDIQ awards by reopening the competition and utilizing the same basis of award established in the initial solicitation. Any resulting IDIQ(s) awarded will include the same terms and conditions as the current contract. Implementing this procedure will not affect the overall period of performance for the contract.
Off-Ramping Procedures:
1. Evaluation of the participation of IDIQ holders. The Government will evaluate the participation of IDIQ holders annually. These reviews will consider, at a minimum, the contractor’s response rate to task order requests and the overall quality of submissions received. Pursuant to FAR 52.249-2, the Government reserves the right to terminate any IDIQ award for convenience if a contractor responds to less than 50% of task order requests, or if technical evaluations of proposals submitted in response to task order requests are deemed unacceptable 50% or more of the time.
2. Evaluation of performance and quality of awarded task orders. Pursuant to FAR 52.249-
2, the Government may terminate a contract for convenience if deliverables, creative direction, or final work products materially conflict with the Agency’s statutory or regulatory obligations, established communication or editorial standards, or public messaging guidelines. Termination may also occur if work products conflict with programmatic or policy objectives as defined in the Statement of Work.
Notice: Contracting officer will provide written notice of intent to off-ramp.
Impact on Contractors: Off-ramped contractors are prohibited from competing for new task orders but must fully perform existing ones.
