About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research through a Request for Information (RFI) to identify potential sources capable of designing, qualifying, producing, and repairing the Vibration Analyzer, Portable Balancing System (PBS) 4100+ (NSN: 6635-01-630-9391) and associated accessory kits. The PBS-4100+ is a rugged, portable system used to perform trim balance and vibration diagnostics on gas turbine engines and other rotating machinery across various Air Force aircraft platforms including the KC-135, KC-46, B-1, A-10, C-5, E-4, U-2, B-2, and B-52. Interested parties must submit a Statement of Capabilities and complete a comprehensive Contractor Capability Survey addressing business information, facility capabilities, past project experience, technical data generation, production capacity, quality assurance processes, manufacturing capabilities, and software development experience by the close of business on Tuesday, March 10, 2026. The government will evaluate responses based on demonstrated expertise, capabilities, and experience to meet the procurement requirements, with no guarantee that participation in this market research will result in future solicitation or contract award. Responses must be submitted via email to Arenina Sullivan-Jones (arenina.sullivan-jones@us.af.mil) and Stephen Williams (stephen.williams.64.ctr@us.af.mil).

This procurement includes no set-aside designations, though both large and small businesses are encouraged to participate, including joint ventures and teaming arrangements. Mechanical Technology Instruments (CAGE Code: 26741) is identified as the original equipment manufacturer and sole owner of the technical data required for production and repair; the government does not own any of this technical data. The anticipated contract will be structured as a five-year agreement consisting of a 12-month basic year followed by four one-year ordering periods, with repair services required to be completed within 30 days of asset receipt. While no specific award value or quantity ranges are provided in this market research notice, contractors will be responsible for furnishing all materials, support equipment, tools, test equipment, and services, with replacement parts meeting or exceeding original quality standards. The government's final determination regarding whether to compete this contract will be made at its sole discretion based on the assessment of responses received.
