About this file
This is a Request for Information (RFI) issued by Robins Air Force Base, Warner Robins Air Logistics Center, to conduct market research for design, qualification, production, and repair of the Vibration Analyzer, Portable Balancing System (PBS) 4100+ (NSN: 6635-01-630-9391). The PBS-4100+ is a rugged, portable system used to perform trim balance and vibration diagnostics on gas turbine engines and other rotating machinery across various Air Force aircraft platforms including KC-135, KC-46, B-1, A-10, C-5, E-4, U-2, B-2, and B-52 aircraft. The government has determined the system is a commercial item currently used by major commercial airlines and does not own the technical data required for production and repair. Mechanical Technology Instruments (CAGE Code: 26741) is the original equipment manufacturer and sole owner of technical data. The anticipated contract is for five years consisting of a 12-month basic year and four one-year ordering periods. Repairs must be completed within 30 days of asset receipt. Contractors are responsible for furnishing all materials, support equipment, tools, test equipment, and services, with replacement parts meeting or exceeding original quality standards.
Interested parties must submit a Statement of Capabilities and complete the Contractor Capability Survey addressing business information, facility capabilities, past project experience, technical data generation, production capacity, quality assurance processes, commerciality factors, manufacturing capabilities, software development experience, test and repair procedures, configuration management, inventory management, facility and equipment listings, and technology insertion opportunities. Responses must be submitted via email by close of business Tuesday, March 10, 2026, to Arenina Sullivan-Jones (arenina.sullivan-jones@us.af.mil) and Stephen Williams (stephen.williams.64.ctr@us.af.mil). The government emphasizes that participation in this market research survey does not ensure participation in future solicitations or contract awards, and the government will not reimburse participants for survey participation costs. Both large and small businesses are encouraged to participate, including joint ventures and teaming arrangements. Contractors should identify any areas of work suitable for exclusive small business set-asides and explain how they would overcome any lack of experience or capabilities.
