About this opportunity
The Federal Aviation Administration intends to solicit VHF/FM radio equipment, software, and associated support services via an IDIQ contract with response to the market survey due by July 6, 2026. The procurement is not set-aside. Work involves nationwide upgrade of over 1,000 sites to migrate VHF/FM radio systems from 25 kHz to 12.5 kHz channel spacing in the 162-174 MHz band to comply with National Telecommunications and Information Agency mandates. Place of performance spans FAA-specified locations nationwide. All equipment must be new, operational, and compliant with P25 (Project 25) APCO standards for digital radio communications interoperability. The contractor must procure Motorola Land Mobile Radio equipment including repeaters, handheld radios, desktop base stations, and programming hardware; ancillary equipment such as antenna systems, cables, and charging systems; maintenance agreements with co-termination provisions; software updates and licensing; test equipment; and technical support services. The contractor shall respond to FAA assistance requests within one business day, with daily escalation if issues remain unresolved beyond 72 hours. The FAA anticipates awarding a single or multiple-award firm-fixed-price IDIQ contract using Lowest Price Technically Acceptable evaluation methodology and may pursue open competition, small business set-asides, tiered competition, or other competitive strategies based on market survey results. NAICS code 334290 applies (750-employee size standard). Vendors must submit a capability statement not exceeding five pages by July 6, 2026 to Stephania.L.Ivory@faa.gov, including company information, socioeconomic status, Business Declaration Form completion, and responses to Appendix A items demonstrating capability for nationwide deployment.
