About this file

This is a Market Survey and Capability Assessment document issued by the Federal Aviation Administration (FAA) Command and Control Communications Division to identify vendors capable of supporting the migration of VHF/FM radio systems from 25 kHz (wideband) to 12.5 kHz (narrowband) channel spacing in the 162-174 MHz band. The FAA seeks vendors to provide hardware, software, and support services necessary for this narrowband transition across the National Airspace System. The survey is not a formal solicitation but rather market research to inform the FAA's acquisition strategy and identify qualified vendors for a potential future IDIQ contract. Responses must be submitted electronically by July 6, 2026 to Stephania Ivory, Contracting Officer, at Stephania.L.Ivory@faa.gov.

Interested vendors must submit a capability statement not exceeding five pages (Times New Roman, 11-point font) demonstrating their ability to meet requirements outlined in the Statement of Work, describing current agreements with Motorola or other relevant manufacturers, summarizing relevant past performance, and detailing their technical approach for nationwide deployment. Vendors must include company information (name, address, point of contact, CAGE code, phone, email, website, and ownership status), indicate their socioeconomic status (small business, SDVOSB, women-owned, or other designations), complete a Business Declaration Form, and respond to items in Appendix A regarding their capability to provide specific goods and services. The applicable NAICS code is 334290 (Other Communications Equipment Manufacturing, 750-employee size standard). The FAA anticipates awarding a single or multiple-award IDIQ "D" Firm-Fixed-Price contract using Lowest Price Technically Acceptable (LPTA) evaluation methodology, with the potential to pursue open competition, small business set-asides, tiered competition, or other competitive strategies based on market survey results. The FAA will not reimburse response preparation costs and reserves the right to determine the appropriate acquisition strategy.
