About this opportunity

The Michigan Army National Guard seeks repair and sealing of floors in Building 825 at Selfridge Air National Guard Base, with bids due September 9, 2026 at 12:00 PM EDT. This is a Total Small Business Set-Aside under NAICS 238390, foreclosing competition outside that pool.

Place of performance is Jefferson Avenue, Selfridge, Michigan 48045. The scope includes caulking all expansion joints and visible cracks, applying epoxy or high-performance coating, replacing carpet tile (1,325 square feet of 24" × 24" Patcraft Prado I0317 tiles in Obsidian), and replacing resilient cove base (770.57 linear feet) in color-coded areas shown in contract drawings. Building 825 remains occupied and operational during construction. Quantitative moisture testing is mandatory prior to installation, requiring both ASTM F2170 (in-situ relative humidity) and ASTM F1869 (calcium chloride) testing at a minimum frequency of three test locations per 1,000 square feet plus one additional test per 1,000 square feet thereafter; installation cannot proceed if moisture levels exceed manufacturer thresholds without an approved moisture vapor barrier system. Concrete or gypcrete sealer must be water-based, zero-VOC, deep-penetrating reactive silicate or siliconate product. Dust- and vapor-tight containment barriers (minimum 6-mil flame-retardant polyethylene) with negative pressure air handling and HVAC isolation are required.

The government estimate is $240,000. Sealed bids are submitted electronically via PIEE. A bid bond equal to 20 percent of bid price or $3,000,000, whichever is less, is required. Davis-Bacon prevailing wage rates apply per MI20260091 for Macomb County. Multiple site visits were offered at Selfridge ANGB, Building 105 on July 24, August 4, and August 19, 2026, with base access vetting required. Award will be made to the responsible bidder with the lowest conforming bid price. The contract is Firm Fixed Price with a single line item.
