About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick issued a Limited/Sole Source Justification Notice on February 3, 2026, to extend a non-competitive bridge contract modification with The Bowen Consulting Group, Inc., a small business, for contact center staffing support to the Veterans Experience Office (VEO). The extension provides uninterrupted 24/7 Tier 1 suicide prevention and crisis intervention services for Veterans, their families, caregivers, and survivors through August 5, 2026, with an optional six-month extension period. The justification for limiting competition is based on unusual and compelling urgency under 41 U.S.C. 3304(a)(2) and FAR 6.103-2, as a Court of Federal Claims pre-award protest filed on December 29, 2025, prevents award of the competitive follow-on contract and creates critical operational and life-safety risks if service is interrupted. The total contract value increases by $31,134,666.52, bringing the total from $30,169,150.04 to $61,303,816.56, with no price increases proposed by the contractor despite inflationary pressures. The bridge contract maintains the existing scope of work and contract requirements while the VA resolves the protest and transitions to a follow-on contract, with Fiscal Year 2026 funding already provided for the extension period.

Notice text

This announcement pertains to a non-competitive modification of an existing hybrid firm-fixed-price/labor hour bridge contract with The Bowen Consulting Group, Inc. (Bowen), a small business. The purpose of this modification is to extend services to provide uninterrupted contact center staffing support for the Department of Veterans Affairs (VA) Veterans Experience Office (VEO).

Staffing support for the VEO contact center includes the personnel, resources, and services necessary to ensure the contact center operates efficiently and meets the needs of its users-primarily Veterans and their families. This support enables the VEO contact center to effectively address Veterans’ inquiries, resolve issues, and provide timely assistance.

The statutory authority for limiting competition is 41 U.S.C. § 3304(a)(2), as implemented by FAR 6.103-2, Unusual and Compelling Urgency. This authority permits contracting without full and open competition when:

  1. An unusual or compelling urgency precludes full and open competition; and
  2. Delay in award would result in serious injury, financially or otherwise.

The VA’s need for continuation of these services is such that any interruption would cause serious harm to the Government’s ability to serve Veterans. Therefore, limiting the number of sources and avoiding delays is essential to prevent significant operational impact.

See attached justification for additional details.
