About this opportunity
The Department of Veterans Affairs (VA) Strategic Acquisition Center in Frederick, MD has issued a Request for Information (RFI) regarding relocation services for VA employees with Permanent Change of Station (PCS) entitlements. This Special Notice is designed to gather comprehensive market research about industry capabilities for managing complex relocation programs across various geographic locations. The RFI focuses on understanding potential contractors' abilities to provide services such as home marketing assistance, property management, pre-decisional counseling, and destination area support. Specifically, the VA is seeking information about handling approximately 70-150 homes annually, with average home values around $550,000. The notice emphasizes that this RFI is for information and planning purposes only and does not constitute a formal solicitation.
The primary objective of this RFI is to develop a future acquisition strategy for relocation services, including socio-economic considerations and potential contract methodologies. Contractors are invited to submit voluntary responses, with a due date of February 25, 2025, detailing their capabilities through a one-page cover sheet and a 10-page capabilities statement. The VA is particularly interested in feedback about potential Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside opportunities, current pricing structures, and vendors' capacities to manage subcontractors like real estate brokers and appraisers. Eligible contractors should be prepared to address specific questions about contract structure, pricing approaches, service delivery methods, and technical systems. The government notes that all submitted information will become government property, and respondents are responsible for marking any proprietary or competition-sensitive information. Importantly, not responding to this RFI will not preclude potential participation in future Request for Proposal (RFP) opportunities.
