About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 5 seeks medical transcription services for anatomic pathology specimens at the Washington, DC VA Medical Center, with proposals due July 1, 2026. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, requiring certification in the SBA Veteran Small Business Certification Program and foreclosing competition outside that category.

Place of performance is Washington, DC. The Statement of Work requires transcription of surgical pathology, bone marrow, autopsy, and cytology specimens with a standard turnaround of 8 to 12 hours from receipt and completion by 7:00 AM Monday through Friday, with STAT reports completed within two hours. All transcription and verification services must be performed in the United States, including US territories, with no subcontracting permitted without prior written Contracting Officer approval. Contractor personnel must secure and maintain necessary clearances to access the VISTA system and establish One-VA VPN access. The contractor must maintain a current Business Associate Agreement compliant with HIPAA and HITECH, comply with FISMA and the Privacy Act of 1974, and achieve 98% accuracy based on error-to-lines ratio with monthly random sampling; failure to meet this standard for two consecutive months triggers a 10% payment reduction. Header errors must not exceed five per month.

The contract covers a one-year base period from July 1, 2026 through June 30, 2027, with four one-year option periods extending through June 30, 2031, with an estimated annual volume of 128,671 lines and approximately 200 cases per month. The total potential contract value is $19 million. Award will be made to the lowest priced technically acceptable offeror. Prevailing wage rates are $20.72 per hour plus fringe benefits of $5.55 per hour per wage determination 2015-4281, Revision 37. There is no current incumbent contractor. NAICS code is 561410 (Document Preparation Services); PSC code is Q301 (Reference Laboratory Testing).
