Solicitation Number: W912DQ-19-R-4019 Type: Sources Sought
The following is a Sources Sought Notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541330, Engineering Services. This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes. No SF330's are being requested and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR SF330's, AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice.
The U.S. Army Corps of Engineers (USACE), Kansas City District seeks qualified Architect-Engineering (A-E) firms interested and capable of providing an array of design services to execute the Department of Veteran's Affairs (DVA) Major Project "657-309 St. Louis JC, Replace Bed Tower, Clinical Building Expansion and Parking Garage". The design services will be for the project located at 915 N Grand Blvd, St. Louis, MO 63106 and known as the VA St. Louis Health Care System - John Cochran (JC) Division medical center. The Government is contemplating an unrestricted A-E Single Award Indefinite Delivery Contract solicitation. The estimated magnitude of this Single Award Task Order Contract (SATOC) is $100M. It is anticipated that this solicitation will be published in the Federal Business Opportunities in early summer 2019.
Task Orders will include, but will not be limited to design development of a new seismically designed inpatient bed tower, parking structure, elevated water storage structure, combined information resource management/facilities support building, central energy plant, and associated utilities and site work. Existing inpatient functions will be relocated into the new bed tower. It is anticipated new facilities will also create mental health acute inpatient, medical, substance abuse, and spinal cord injury beds not currently at the JC facility. Primary Care, Women's Health and Outpatient Mental Health services are also planned to be brought back onsite.
The A-E will be provided by USACE Government Furnished Information (GFI) developed by the DVA, known as "Project Book," including a Program for Design (PFD). The A-E may be required to perform additional planning, specialized studies, and analysis efforts to bridge any gaps between the GFI and having a complete PFD. The A-E will support the project, provide concept designs, and provide full project documents, to include construction documents, design and specifications, and/or prepare Design-Build RFP(s). The project site contains several existing facilities that will be demolished as part of the project to allow for construction of new facilities. The design will incorporate transition of existing facilities to a new central energy plant prior to demolition of the existing plant. The design will also require a plan for phased demolition and phased construction. The A-E will additionally support the project with cost estimating, surveying/mapping, geotechnical investigations, sustainable design, technical integration, total building commissioning, systems integration, healthcare facility planning, low voltage and cyber security expertise, facility activation experience and Joint Commission accreditation experience, and construction phase services (engineering during construction, submittal reviews, requests for information, etc.). The A-E will provide a design that meets applicable codes outlined in the DVA's Design and Construction Procedures (PG-18-3) and DVA Directives, Design Manuals, Master Specifications, VA National CAD Standard Application Guide, and other Guidance on the Technical Information Library (TIL) (http://www.cfm.va.gov/til/).
The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition and is considering various acquisition strategies to deliver this project and requests input from industry. The following information is requested in this Sources Sought (SS) announcement with a limit of ten (10) pages for your response:
