About this opportunity
The Department of Veterans Affairs seeks leased space for a Vet Center in Helena, Montana, with offers due September 20, 2026. No set-aside applies. This is a Request for Lease Proposals (RLP 0075) procured by the General Services Administration on behalf of VA's Readjustment Counseling Service.
The Government requires a minimum of 3,200 occupant area (ABOA) square feet of contiguous space, not to exceed 4,026 rentable square feet (RSF), in a modern quality building within a defined area bounded by Flagstone Avenue, B Street, Illinois Avenue, and Henderson Street. The lease term is 20 years with a 5-year firm period and Government termination rights after the firm term with 60 days' notice. Place of performance is Helena, Montana.
The space must comply with Facility Security Level II requirements, including physical access control systems or keyed access, high-security locks on critical areas, video surveillance with 30-day time-lapse recording, intrusion detection systems with motion sensors, access control via wireless key fobs and video intercoms, duress alarm systems, and formal key control programs. Building and access control systems are prohibited from connection to federal IT networks and must comply with DHS and NIST cybersecurity frameworks.
The facility design specifies approximately 11 interior spaces: lobby with direct window access, unisex ADA-accessible restroom with nurse call system, reception/program support area with duress alarm, multiple staff offices with sound isolation (STC 45), three group therapy rooms, kitchen break room, supply and storage rooms, and telecommunications enclosure. Finishes include luxury vinyl tile or carpet tile flooring, high-NRC acoustical ceiling panels, and solid core wood doors with sound-dampening features.
The Government requires 20 surface parking spaces (zero structured), secured and lit per security standards. The building must meet federal fire safety, physical security, accessibility, seismic, and sustainability standards, including ENERGY STAR certification within one year prior to final proposal revisions. Pricing is fully serviced with tenant improvement at $220 per ABOA SF and Building Specific Amortized Capital at $12 per ABOA SF. Evaluation prioritizes Facility, Site, Past Performance, and Experience, with technical factors significantly more important than price. The NAICS code is 5311 (Lessors of Real Estate); PSC code X1DB (Lease/Rental Of Laboratories And Clinics).
