About this opportunity

The U.S. Department of the Army Materiel Command Army Contracting Command is seeking vessel towage services to transport a disabled 273-foot Logistics Support Vessel (LSV-4) from Darwin, Australia to Yokohama North Dock, Japan. The procurement requires a firm-fixed price contract for marine salvaging services using a U.S. Flag Vessel with an experienced towing crew to safely transport the 4,199 long ton vessel, which has diminished propulsion capabilities and will carry no cargo. Contractors must submit quotes including a signed solicitation, a three-page technical approach narrative detailing their towing methodology, a completed relevant work experience form demonstrating recent marine towing experience, and pricing information. The government will evaluate quotes based on technical approach, recent and relevant work experience, and price, with the intent to award to the most advantageous offer. All quotes must be submitted via PDF by 11 a.m. Hawaii Standard Time on September 25, 2025, with the contract requiring immediate performance start no later than September 27, 2025.

This opportunity does not utilize any set-aside designations and is open to full and open competition, with a small business standard of $47 million. No incumbent contractors are identified in the solicitation documents. The towing operation is scheduled for 37 days between September 25 and November 1, 2025, encompassing both vessel preparation and actual transportation phases. The place of performance begins at HMAS Coonawarra Pier in Darwin, Australia's Northern Territory and concludes at Yokohama North Dock, Japan. The contractor will be responsible for developing a comprehensive towage plan including route assessment, tidal and current analysis, weather monitoring, and ensuring compliance with all U.S. and international maritime safety regulations throughout the transpacific voyage. Key technical specifications include a tow draft of 11.5 feet at the stern and 10.5 feet at the bow, with mandatory securing of tail shafts during the towage operation.
