This document is a Contractor Inquiries file for a Vessel Towage (LSV-4) solicitation, containing 11 detailed questions and official responses from the government. The solicitation strictly requires a U.S. Flag Vessel, with key specifications including a tow draft of 11.5 feet (3.5052 meters) at the stern and 10.5 feet (3.2004 meters) at the bow. Additional requirements mandate that vessel tail shafts be secured/locked during towage, and the vessel must have certified primary and emergency tow connection points in suitable condition for Marine Warranty Surveyor approval. Foreign-flagged vessels, including those from the Cook Islands, will not be accepted, and pre-award vessel or crew inspections are not permitted.
