About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), on behalf of the National Marine Fisheries Service (NMFS) Office of Law Enforcement (OLE), is procuring Vessel Monitoring System (VMS) transceiver hardware units to support commercial fishing vessel monitoring and enforcement operations. The procurement is structured as a Firm Fixed Price Blanket Purchase Agreement for NMFS and Western Central Pacific Fisheries Commission (WCPFC) type-approved VMS transceiver hardware units (EMTUs) that must be listed on both the NOAA Fisheries Type-Approved VMS Units list and the WCPFC approved list. Each unit must include a transceiver, antenna(s), antenna cable (minimum 45 feet), water sealant, power cable (minimum 15 feet) with converter/conditioner, mounting brackets, and necessary accessories to support hourly position reporting and daily electronic logbook data transmission via PIFSC-approved Android OS tablets. The evaluation will prioritize technical acceptability significantly more than price, with award going to the quoter offering the most advantageous technical solution and price. The solicitation closes on May 5, 2026 at 5:00 p.m. Eastern Time, with delivery required within six weeks of each Call Order award.
This procurement is a 100 percent set-aside for small business concerns under the Women-Owned Small Business (WOSB) program, with applicants required to meet the NAICS 334511 size standard of 1,250 employees. The Blanket Purchase Agreement runs for five years from July 1, 2026 through June 30, 2031, consisting of a one-year base period plus four one-year option periods, with an estimated total BPA value of $450,000 and individual call orders limited to $100,000. The government estimates an annual procurement of 30 VMS units with an optional 5 additional units per year, totaling approximately 150 to 175 units over the five-year period. The base year contract covers 30 units of VMS equipment and 30 units of shipping and delivery services, with all delivery required to NOAA-IRC/NMFS/OLE in Honolulu, Hawaii 96818. Contract administration will be conducted through the FedConnect web portal, with invoices submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP) and payment within 30 days per the Prompt Payment Act.
