VMS UNITS STATEMENT OF NEED

This Statement of Need describes the Pacific Islands Division (PID) of NOAA's Office of Law Enforcement requirement for Vessel Monitoring System (VMS) transceiver hardware to support the lifecycle replacement of at-sea-deployed VMS units used for commercial fishing vessel monitoring and enforcement. PID estimates an annual procurement of 30 units, with an optional 5 additional units per year, over a 5-year Blanket Purchase Agreement (BPA) period. The base year runs from July 1, 2026 through June 30, 2027, followed by four option years extending through June 30, 2031. Delivery must occur within six calendar weeks of each Call Order issuance to NOAA-IRC/NMFS/OLE in Honolulu, Hawaii 96818. Shipping and insurance charges must be prepaid and supported by freight bills.

VMS unit models must be listed on both the NOAA Fisheries Type-Approved VMS Units list (U.S. Fisheries of the Western and Central Pacific Islands subsection) and the WCPFC approved list, and must be currently approved by the Pacific Islands Fisheries Science Center (PIFSC) for electronic logbook data transmission. Each unit must include the transceiver, antenna(s), antenna cable (minimum 45 feet), water sealant, power cable (minimum 15 feet)/converter/conditioner, mounting brackets, and necessary accessories to support hourly position reporting to NMFS, WCPFC, and PIFSC systems, as well as daily e-logbook data transmission to PIFSC via PIFSC-approved Android OS tablet forms. Contact Ashley Tomita (ashley.tomita@noaa.gov) at PIFSC for current VMS unit approval status.

VMS UNITS STATEMENT OF NEED

BACKGROUND / SCOPE / MISSION: Vessel Monitoring System (VMS) transceiver hardware for OLE PID.

The Pacific Islands Division (PID) of the Office of Law Enforcement (OLE), National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of enforcing laws, regulations and conservation measures supporting stewardship for living marine resources.

A critical component of managing this task is to conduct reasonable, regular, sustainable, life-cycle replacement of at-sea-deployed VMS hardware. The standard for replacement of such at-sea electronics gear is generally 3-5 years (varying depending upon conditions of use, hardware component durability, and other factors). In PID’s life-cycle management plan, we have opted for the most fiscally conservative end of this range (5 years, or approximately 20% of inventory each year). This rate currently estimates an annual procurement of thirty (30) units up to thirty-five (35) units in each option period.

INTENDED USE / PURPOSE: The PID provides administrative and technical support to manage and operate the Pacific region portion of the national VMS used by the US Government to monitor commercial fishing and other vessels required by Federal Regulations for the purpose of enforcement. Under regulations at CFR Title 50, Subpart A, Section 665.19, OLE is required to procure, install, maintain, repair, and replace VMS transceivers for the Hawaii and American Samoa Longline Limited Entry permit holders that are NMFS type-approved, and transmit positions to the NOAA OLE VMS. The vast majority of those permit holders are also required, under regulations at CFR Title 50, Subpart O, Section 300.219 (b), (c), and (c)(iii), to transmit their positions by VMS to the West Coast Pacific Center (WCPFC ) VMS. Most of those permit holders are also required, under mandatory federal regulations at CFR Title 50, Subpart A, Section 665.14 (b), (1), (ii), (A), to transmit their electronic logbook data by VMS daily to the

PIFSC.

SPECIAL REQUIREMENTS (ESSENTIAL SALIENT FEATURES):

To be considered for this procurement, the VMS unit model must be listed on the subset of units listed on both the “U.S. Fisheries of the Western and Central Pacific Islands” sub-section of the US list at https://www.fisheries.noaa.gov/national/enforcement/noaa-fisheries-type-approved-vms-units, and the WCPFC list at https://www.wcpfc.int/doc/wcpfc-approved-list-current). The VMS unit model must also be currently approved by the Pacific Islands Fisheries Science Center (PIFSC)) for transmission of electronic logbook (e-logbook) data under the mandatory federal requirement for the Hawaii and American Samoa longline fisheries. The PIFSC point of contact is Ashley Tomita, ashley.tomita@noaa.gov.

In order to meet the full range of federal permits and associated VMS requirements in this region, OLE PID government-procured VMS units must, with few exceptions, successfully transmit hourly position reports not only to OLE’s system, but also to the WCPFC VMS (to be compliant with the WCPFC Implementation Act), and must successfully transmit daily e-logbook data reports to PIFSC. The contract requires VMS units that are type approved by NMFS AND WCPFC AND PIFSC, with proven capability to transmit required data via the mailto:ashley.tomita@noaa.gov

VMS unit to each system (NMFS, WCPFC, and PIFSC), to include transceiver unit, antenna(s), antenna cable (minimum 45 feet long), water sealant, power cable (minimum 15 feet long)/converter/conditioner, mounting brackets, and any other accessories necessary for reliable hourly position reporting.

The VMS units must be capable of allowing input of, and successfully communicating to the VMS unit, PIFSC-approved / managed electronic forms data (on an Android OS tablet) that meets PIFSC e-logbook requirements.

Quantity: The Government estimates 30 units each year for 5 years of the Blanket Purchase Agreement (BPA) (assuming each option is exercised)

Optional: 5 extra units may be purchased each year, beginning the first option year of the

BPA
