The VAM will identify and procure used Roll-on/Roll-off commercial vessels to replace aging RRF assets (average age 46 years) and provide surge sealift capacity to USTRANSCOM. VAM 2.0 follows VAM 1.0, which successfully purchased seven vessels; the program targets approximately 26 strategic sealift vessels with a total capacity requirement of 10.55 million square feet. Minimum vessel specifications include cargo space exceeding 150,000 square feet with 150 psf military loading capacity, length under 850 feet, breadth under 130 feet, draft of 38 feet or less, speed of 17 knots or greater, endurance of 10,000 nautical miles, diesel engines, 60 Hz electrical systems with 70 kW excess power generation capacity, and an integral self-deploying loading ramp capable of supporting 66.7 metric tons.
Functional service areas span vessel market survey and selection, acquisition, reflagging and classification, conversion and modernization, trials and delivery, maintenance and operations (fixed fee and cost-reimbursable), and sustainment and transition management. The contract comprises fourteen CLINs under both fixed-price and cost-reimbursable structures. Incentive and liquidated damage provisions require completed ship delivery within one year of title transfer, with incentives for delivery under eight months and liquidated damages assessed at fourteen months or beyond.
Mandatory qualifications include citizenship per 46 CFR Part 315 and 46 U.S.C. 50501, and vessel owner/operator experience. NAICS 336611, PSC L019, small business size standard 1,300 employees.
