About this file

This document is a briefing presentation on the Vessel Acquisition Manager 2.0 (VAM 2.0) federal contract opportunity issued by the Maritime Administration (MARAD).

The VAM 2.0 contract seeks to acquire used Roll-on/Roll-off (Ro-Ro) commercial vessels to recapitalize the Ready Reserve Force (RRF) and provide surge sealift capacity for U.S. TRANSPORTATION COMMAND (USTRANSCOM). MARAD's current fleet challenge involves vessels with an average age of 46 years, necessitating rapid replacement to maintain military-useful cargo capacity. The acquisition strategy employs a "Buy-Used" model, which reduces procurement timelines and capital expenditure compared to new construction. VAM 1.0 has successfully purchased 7 commercial vessels, and VAM 2.0 scales this effort to acquire additional vessels to meet a total capacity requirement of 10.55 million square feet. Minimum vessel specifications include cargo space exceeding 150,000 square feet with 150 psf military loading capacity, length under 850 feet, breadth under 130 feet, draft of 38 feet or less, speed of 17 knots or greater, endurance of 10,000 nautical miles, diesel engines, 60 Hz electrical systems with 70 kW excess power generation capacity, and an integral self-deploying loading ramp capable of supporting 66.7 metric tons.

The contract vehicle comprises up to two single-award Indefinite Delivery Indefinite Quantity (IDIQ) structures under FAR Part 15, with a five-year base period and one five-year option period for a total potential ordering period of ten years. Contract selection will be based on Best Value using the trade-off process, with evaluation criteria including Technical Capability, Technical Approach, Management Approach, Operations and Maintenance Approach, Past Performance, and Price. The contract includes fourteen Contract Line Item Numbers (CLINs) organized into two categories: Vessel Search, Acquisition & Conversion Engineering (CLINs 1–7) and Vessel Operations, Maintenance & Integrated Support (CLINs 8–14). CLIN structures include Vessel Search & Screening (FFP), Ship Onsite Survey/Inspection and Owner Negotiations (CPFF), Reflagging & Classification/Outfitting (CPFF), Vessel Acquisition (CR), Engineering Change Development (FFP), Vessel Custodian Management (FFP), Custodian Management—Full Operating Status (FFP), Maintenance/Repair & Engineering Change Implementation (CR), Logistics Services (FFP), Materials/Outfitting & Spares (CR), Special Studies (FFP), and Layberth Services (FFP/CR). VAM 2.0 expands upon VAM 1.0 by adding CLINs for Logistics, Materials/Outfitting & Spares, Special Studies, and Layberth Services, and incorporates incentive/liquidated damage provisions requiring completed ship delivery within one year of title transfer, with incentives available for delivery under eight months and liquidated damages assessed at fourteen months or beyond.

Strategic Fleet Capabilities

Buy-Used Acquisition Strategy Acquiring existing commercial Roll-on/Roll-off (Ro-Ro) vessels significantly reduces procurement timelines and capital expenditure compared to new construction, delivering immediate surge readiness.

Expedited Reflag & Conversion Utilizing Navigation and Vessel Inspection Circular (NVIC) 01-13 CH-2 & Maritime Security Program (MSP) streamlined procedures to rapidly convert and reflag ships for defense operations.

TRANSCOM Sealift & Speed of Retention Directly supports USTRANSCOM surge sealift requirements by rapidly injecting military-useful cargo capacity and minimizing the time required to preserve critical fleet capabilities.

Ship Requirements Minimum (Threshold) Key Features

• Cargo space: > 150,000 sqft.

– Minimum Military loading capacity: 150 psf, 7.5 ft height

• Length: < 850 ft

• Breadth: < 130 ft

• Draft: ≤ 38 ft

• Speed: ≥ 17 knots

• Endurance: 10,000 NM

• Engines: Diesel

• Power generation: 60 Hz electrical systems

– ≥ 70 kW excess power generation capacity

• Ramp: integral, self-deploying loading ramp for RO/RO

– Must support 66.7 Metric Tons
