About this opportunity

NASA's Shared Services Center has issued a Special Notice soliciting capabilities and qualifications for Very High Cycle Fatigue and Supplementary High Cycle Fatigue Testing of Additive Alloys. The agency currently intends to award a sole source contract to the University of Toledo, located in Toledo, Ohio, under the authority of FAR 13.106-1(b)(1). However, NASA is inviting interested organizations to submit written demonstrations of their capabilities and qualifications to perform this work by February 10, 2026 at 11:00 a.m. Central Standard Time. The procuring center is NASA/Shared Services Center, with performance to be conducted at NASA's Marshall Space Flight Center (MSFC) in Huntsville, Alabama. This Special Notice falls under NAICS Code 611310 (Colleges, Universities, and Professional Schools) and PSC Code H199 (Quality Control-Miscellaneous).

The objective of this procurement is to conduct ultrasonic fatigue and high cycle fatigue testing on additively manufactured alloys, with testing to be completed within an 18-month window under a 36-month overall period of performance. The contractor must receive, inspect, machine, and test 354 total specimens consisting of 270 ultrasonic fatigue specimens and 84 high cycle fatigue specimens, demonstrating experience with ultrasonic fatigue testing at room and elevated temperatures up to 1000°C, NASA oxide dispersion strengthened alloys, and specific surface texture requirements. Any organization responding to this notice must submit capabilities and qualifications in writing only—oral communications are not acceptable—to Monica D. Wilson (Monica.d.wilson@nasa.gov) or Karen Artis (karen.l.artis@nasa.gov) by the deadline. The government will evaluate all responses solely to determine whether to conduct this procurement on a competitive basis, with any decision to proceed competitively remaining at the government's sole discretion. Deliverables include a final test report formatted as a journal article, data summaries in multiple digital formats, fractographic characterization and analysis, and all returned samples shipped to Marshall Space Flight Center.
