About this file

This is a Statement of Work (SOW) from NASA's Marshall Space Flight Center (MSFC) for ultrasonic fatigue and high cycle fatigue testing of additively manufactured alloys. The contractor must receive, inspect, track, machine, and test 354 total specimens (270 ultrasonic fatigue specimens and 84 high cycle fatigue specimens) within an 18-month machining and testing completion window, operating under a 36-month overall period of performance from contract award. The vendor must demonstrate experience with ultrasonic fatigue testing at room and elevated temperatures up to 1000°C, NASA oxide dispersion strengthened (ODS) alloys, and unique surface texture requirements. Specific technical requirements include machining ultrasonic fatigue hourglass specimens to approximately 10mm diameter and 54mm length per USF_Hourglass drawings, and high cycle fatigue specimens in accordance with ASTM E466 geometries. Testing must follow established methodology with regular progress updates provided to NASA to enable condition adjustments as necessary.

The deliverables include a final test report formatted as a journal article, data summary in PowerPoint form, digital data in CSV or Excel format containing stress/strain and hysteresis curves for each sample, and raw data with hysteresis curves. Post-test fractographic characterization and analysis of room and elevated temperature specimens is required, along with pre- and post-testing characterization updates. Test overruns must be reported to NASA immediately for early awareness. All deliverables and returned samples must be shipped to Marshall Space Flight Center, Central Receiving, Building 4631, Huntsville, AL 35812.

Ultrasonic Fatigue and High Cycle Fatigue Testing of Multiple Additively Manufactured Alloys

Statement of Work (SOW)

The National Aeronautics and Space Administration (NASA), specifically Marshall Space Flight Center (MSFC) has a need for mechanical testing with an independent laboratory to validate material properties for design.

The SOW is as follows:

1. The vendor shall receive all samples and inspect samples numbers.

2. The vendor shall track all samples (ie., bag and tag samples) in preparation for machining.

3. The vendor shall machine and perform mechanical testing of all samples according to a matrix determined by NASA.

4. The vendor shall complete all machining, mechanical testing (fatigue) within 18 months of receiving all samples at their site.

5. The vendor shall have experience testing materials using ultrasonic fatigue (USF) testing at room and elevated temperatures up to 1000°C.

6. The vendor shall have experience testing NASA oxide dispersion strengthened (ODS) alloys and preparation of samples for unique surface texture requirements and provide evidence of compatible data.

7. The vendor shall complete machining and grinding of all ultrasonic fatigue (USF) specimens, according to drawings USF_Hourglass for room temperature and elevated temperature testing. Samples are ~10mm diameter and ~54mm length. Machining shall be controlled to meet all dimensions.

8. The vendor shall complete machining and grinding of all high cycle fatigue (HCF) specimens in accordance with ASTM E466 specimen geometries.

9. Vendor shall complete USF testing at room and elevated temperatures up to 1000°C on

(270) specimens according to establish testing methodology.

10. Vendor shall complete HCF testing at room temperature on (84) specimens according to

ASTM E466.

11. Test overruns for VHCF and HCF should be reported to NASA for early awareness to allow adjustments as necessary.

12. Vendor shall complete post-test fractographic characterization and analysis of room and elevated temperature specimens.

13. Vendor shall provide updates on fatigue testing to allow adjustments to conditions if necessary.

14. The vendor shall provide updates on any characterization of provided specimens before and after testing.

15. NASA will provide detailed test matrices and discuss as necessary.

Shipping

1. Contractor shall ship all deliverables and returned samples to:

Marshall Space Flight Center Central Receiving, Bldg 4631

Huntsville, AL 35812

Deliverables

1. Final test report in the form of a journal article.

2. Data summary in powerpoint form.

3. Digital data as requested (such as csv or excel data for stress/strain and hysteresis from each sample along with the report.).

4. Raw data including hysteresis curves as requested.

Period of Performance

The tasks shall be conducted over the course of thirty-six (36) months, with the duration beginning upon initiation of contract award.
