About this opportunity

The Air Force Life Cycle Management Center intends to award a sole source contract to Coherent, Inc. for the purchase of two Verdi G5 Optically Pumped Semiconductor Laser-Diode systems. This Special Notice was published by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base.

The Special Notice seeks to fulfill a requirement for the Air Force Institute of Technology to obtain two Verdi G5 laser systems to enhance its research capabilities by providing a cleaner signal output than its existing seven-laser chain. Interested parties have until November 10, 2023 to respond. The laser systems must meet specifications for power output, linewidth, and integration with existing AFIT equipment. As justified by an approved Single Source Justification document, only Coherent, Inc. is eligible as it is the sole vendor that can meet all critical requirements including a noise specification of below 0.02% RMS from 10Hz to 100Hz. The estimated contract value is $48,944.

The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. This NAICS code has a small business size standard of 1,000 employees.

The Air Force Institute of Technology requires a two (2) Verdi G5 Optically Pumped Semiconductor Laser-Diode systems. The current laser system has seven (7) lasers in chain with higher RMS levels and the Verdi G5 Optically Pumped Semiconductor Laser-Diode system will provide a clean RMS signal in order to not further degrade the laser system and support ongoing research. At present time, the AFIT/ENP research activities are performed in collaboration with the Air Force Research Laboratory (AFRL) or outside institutes because the Optically Pumped Semiconductor Laser-Diode systems are not freely available to AFIT/ENP. This requirement will enhance the research program pursued by the ENP faculty programs by providing key sensing capability and supplementing current work that is not achievable with long-duration laser systems.as described in the Statement of Work.

Coherent NA Inc. is the sole vendor able to meet the Government’s requirements of noise specification, the aluminum-free active area diodes, the warm up time and full integration with the existing AFIT lasers in chain.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 10 November 2023 @ 1000 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
