About this opportunity
The Bureau of Land Management Yuma Field Office seeks vehicle towing and site cleanup services on BLM-managed public lands in La Paz County, Arizona, with quotes due September 22, 2026 at 3:00 PM PDT. The procurement is a 100% Total Small Business Set-Aside under NAICS code 488410 (Motor Vehicle Towing Services, $9 million size standard).
Work locations span nine specified areas in Quartzsite and Ehrenburg, Arizona, within the Colorado River District, accessible via BLM road systems. Place of performance includes the Yuma Field Office Recreation areas across Long Term Visitor Areas, 14-day camping areas, OHV open areas, and wilderness areas. The contractor must maintain a secure storage facility with a fixed address where the public can contact them regarding impound fees and item retrieval.
The contractor must provide all personnel, materials, equipment, and transportation to identify, remove, and dispose of abandoned vehicles and associated debris in compliance with state and federal law. Work involves 100% vehicle recovery and towing with site cleanup occurring only when vehicles require towing—no cleanup-only tasks exist under this contract. The contractor must complete removal within 48 hours of contact by the Authorized Official and provide before and after site photos for inspection. The estimated maximum volume is 53 annual incidents: 15 automobiles, 10 pickup trucks and vans, 10 motorhomes up to 40 feet, 3 buses, 8 travel trailers, 5 storage trailers, and 2 other conveyances, divided between portable (wheeled) and non-portable (missing or damaged wheels) items. Work performance occurs primarily through on-site crews and tow vehicles with no separate mobilization required.
Period of performance is one year from contract award through September 30, 2027, with two optional renewal years subject to government approval. Questions were due September 14, 2026. Payment is fixed and per-incident through IPP.gov invoicing. Evaluation uses best-value analysis weighting Technical Approach, Past Experience, Past Performance, and Price equally. Offerors must submit a technical statement detailing labor, equipment fleet, key personnel, field safety protocols, and 48-hour response capability, along with three references from similar services within the last three years and pricing for hook-up fees, mileage rates, after-hours charges, and labor rates. Quoters must be registered in SAM at submission and award. No incumbent contractor exists on this requirement. Prevailing wage rates under the Service Contract Act apply for La Paz County, ranging approximately $13.84 to $52.92 per hour by job classification, including fringe benefits.
