About this opportunity

The Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division is issuing a Request for Quotation (RFQ) for Vehicle Barrier Maintenance Services to provide preventive maintenance, emergency repair services, and technical support for six Gibraltar G-2000 Wedge Vehicle Barriers located at the FBI's Clarksburg, West Virginia facility. The procurement seeks a single contractor capable of performing quarterly preventive maintenance, 24/7/365 emergency repairs, Allen Bradley Programmable Logic Controller (PLC) diagnostics, electrical troubleshooting, fiber optic and copper communications support, and heat trace replacement during the base contract year, all in compliance with Original Equipment Manufacturer (OEM) standards and DOD K12/ASTM F2656 M50 rating requirements. Prospective offerors must demonstrate extensive technical expertise with Gibraltar barriers, secure facility operations experience, and the ability to maintain strict FBI security protocols and obtain necessary background clearances for personnel. Award decisions will be made using a Best Value Tradeoff evaluation methodology where non-price factors—specifically Technical Capability, Past Performance, and Management/Staffing/Readiness—are significantly more important than price. Critical deadlines include February 10, 2026 at 11:00 AM ET for quote submission, January 26, 2026 at 11:00 AM ET for questions to the Contracting Officer, and anticipated source selection during the week of February 23, 2026.

This procurement includes no small business set-aside designation and is available to all business sizes meeting the qualifications. The incumbent contractor is Potomac Security, LLC; however, the government declined to disclose prior contract values. The contract structure consists of a firm-fixed-price agreement with one base year (March 2, 2026 through March 1, 2027) plus four optional one-year extension periods through March 1, 2031, providing potential for a multi-year engagement supporting critical facility security infrastructure. Offerors must submit three separate proposal volumes: Technical Capability (10-page maximum), Past Performance (20-page maximum), and Price (no page limit using the provided pricing template), with all submissions sent electronically to Contracting Officer Candice Kesselman at ckesselman@fbi.gov. All work will be performed at the FBI CJIS campus in Clarksburg, West Virginia, with specific time and access restrictions in place for different barrier locations; prospective contractors must be registered in SAM.gov and comply with all applicable FAR representations and certifications prior to proposal submission.
