This acquisition is conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, using streamlined evaluation procedures. The Government intends to evaluate quotes without discussions but reserves the right to conduct clarifications or communications as permitted by the FAR.

1. BASIS FOR AWARD

Award will be made on a Best Value Tradeoff basis.

Non-Price factors, when combined, are significantly more important than Price.

Version 1 Page 7

However, Price will become increasingly important as quotes become more equal in non-price merit.

The Government is not required to award to the lowest-priced Offeror.

2. EVALUATION FACTORS AND RELATIVE IMPORTANCE

The Government will evaluate quotes using the following factors:

1. Technical Approach

2. Past Performance

3. Management, Staffing, and Readiness

4. Price

Relative Importance:

• Factors 1, 2, and 3, when combined, are significantly more important than Price

• Factor 1 is slightly more important than Factor 2

• Factor 2 is slightly more important than Factor 3

3. FACTOR 1 – TECHNICAL Capability

Evaluation Criteria

The Government will evaluate the Offeror’s understanding of the requirements and the soundness, feasibility, and effectiveness of the proposed technical capability for performing the SOW, including:

• Preventive maintenance approach that complies with OEM (Gibraltar) standards, inspection checklists, lubrication requirements, and extreme weather provisions

• Capability to diagnose and repair physical, mechanical, electrical, and control system issues

• Approach to maintaining DOD K12 / ASTM F2656 M50 rating

• Controls and electrical service capability, including:

o Allen Bradley PLC diagnostics and modifications o Fiber optic and copper communications troubleshooting o Electrical Troubleshooting and National Electrical Code (NEC) Compliant Repairs

o Compliance with section 2.6 of Attachment A

Version 1 Page 8 o Compliance with NEC and hazardous-area requirements o Work sequencing and traffic control constraints o Testing, verification, and warranty provisions

• Compliance with response time requirements for standard and emergency service

• Adherence to OEM-only parts usage and approval processes

The evaluation will consider whether the approach demonstrates a clear, low-risk, and effective method for ensuring continuous operational readiness of all six (6) wedge barriers.

4. FACTOR 2 –PAST PERFORMANCE

Evaluation Criteria

The Government will assess the relevance and quality of the Offeror’s demonstrated experience and past performance, including:

• Documented experience maintaining and repairing Gibraltar G-2000 Wedge Vehicle Barriers

• Experience performing work in secure or mission-critical environments

• Quality, timeliness, and effectiveness of prior preventive maintenance and emergency repair services

The Government will evaluate the Offeror’s ability to manage, staff, and support the requirement, including:

• Qualifications, certifications, and experience of proposed technicians and key personnel

• Factory training on Gibraltar barriers or equivalent systems

• Ability to meet 24/7/365 emergency availability requirements

6. FACTOR 4 – PRICE

Evaluation Criteria

The Government will evaluate:

• Preventive maintenance pricing (base and option years)

• Labor rates (standard, after-hours, weekend/holiday)

• Parts markup rates for OEM and COTS components

• Heat trace replacement pricing (Base Year Only)

Price realism will not be evaluated; however, prices that appear unbalanced, incomplete, or inconsistent with the technical capability may increase performance risk and be considered in the Best Value determination.

Submit price using Attachment B – Pricing Template
