About this file

This file is a Questions and Answers (Q&A) document dated 1/26/2026 addressing inquiries about a federal contract opportunity for maintenance and repair services on six Gibraltar G-2000 Wedge Vehicle Barriers located at an FBI campus facility. Four barriers are positioned at the east entrance and two at the west entrance. The incumbent contractor is Potomac Security, LLC, and the government declined to disclose prior contract values, citing FAR Part 12 regulations.

The scope of work includes quarterly preventive maintenance visits, unscheduled repairs, emergency services, and heat trace replacement during the base year. Preventive maintenance for the two west entrance barriers (Barriers 1 & 2) must be performed after 7:00 PM on weekdays or during weekends and federal holidays, while maintenance at the east entrance barriers can occur during regular business hours. The contract utilizes a firm-fixed-price model for quarterly preventive maintenance visits, which should include roundtrip travel, onsite labor, mileage, and materials. Additional unforeseen repairs discovered during preventive maintenance are billed separately under CLIN 002 as a total cost for services rendered. The government retains all PLC and HMI program file passwords on a government-owned laptop, which the contractor may access under government supervision for troubleshooting and repairs. A qualified Allen-Bradley integrator may perform normal troubleshooting and repairs without involving the original system designer. Heat trace replacement specifications require approximately 1,500 watts per barrier with a minimum of 20 W/ft at 50 degrees Fahrenheit, with product submittals required for government approval before project initiation. The solicitation includes no small business set-aside, and site visit attendance was optional.

Site Visit

Please confirm whether the FBI currently has a complete and current copy of the PLC and HMI program files for all six Gibraltar G-2000 barriers.

Yes

Site Visit Please confirm that the passwords/passcodes and login information for each PLC and HMI associated with this project will be provided to the awardee.

The Government has all the passwords and login on a government owned laptop. The contractor will be permitted to use the laptop to connect to the PLC to troubleshoot and repair as necessary. Government has a representative on-site with contractor during repairs.

SOW/RFQ

Will the awardee be provided the PLC and HMI program files and the associated passwords and access credentials so that the contractor can perform diagnostics, repairs, and program changes as required by the SOW.

The Government has all the passwords and login on a government owned laptop. The contractor will be permitted to use the laptop to connect to the PLC to troubleshoot and repair as necessary. Government has a representative on-site with contractor during repairs.

SOW Section 2.2.2

Section 2.2.2 of the SOW allows coordination with the original system designer when program changes are needed. Confirm whether a qualified Allen-Bradley integrator, provided with the PLC and HMI program files and passwords, would be able to perform normal troubleshooting, repairs, and program changes without needing to involve the original system integrator.

A qualified integrator would be allowed perform repairs and normal troubleshooting without involving the original system integrator.

Site Vist

During the site visit, an FBI point of contact indicated that additional details are available regarding the specific heat trace system desired for replacement of the existing tubular heaters.

Per that comment, please provide any additional information available on the preferred heat trace manufacturer, model, performance requirements, or installation details beyond what is currently stated in the SOW.

We are expecting roughly 1500W of heat trace per barrier that meets the minimum product and installation requiremments in the SOW. A minimum 20 W/ft ( at 50 Deg F) would be around 70-75' of heat trace per barrier.

We don’t have a specific manufacturer. Several hazardous location/area products are available commercially with the proper ratings. As indicated in the SOW, post award, a product submittal will be requested for govt approval before project could start.

General Please provide the name of the current AVB maintenance contractor, contract number, and award amounts by contract year?

Attachment B

Attachment+B-+Pricing+Spreadsheet CLIN 001 provides a field for Quarterly Preventive Maintenance (Total for 4 quarterly Visits per year) ( Section 2.1) and then, per 2.3 of the PWS, fields for a number of labor rates for issues discovered during preventative maintenance services during normal, weekend, or holiday hours. There is also a field for technician travel time.

Please confirm the first field Quarterly Preventive Maintenance (Total for 4 quarterly Visits per year) ( Section 2.1) should include the firm fixed price (FFP), including roundtrip travel, onsite labor, mileage, and materials to complete a preventative maintenance visit.

The quarterly preventive maintenance field should be the total firm fixed price for a preventive maintenance visit including those items mentioned. The additional labor rates would be used post award for developing and evaluating proposals for CLIN 002 unforseen repairs.

Attachment B

If issues are discovered during PM and can be repaired on the same mobilization, it could result in additional costs to contractor besides additional labor. For example, additional hotel, meals, and incidental costs for personnel. CLINs 002 and 003 don’t appear to provide an opportunity for those additional costs. Please advise if they can be billed under CLIN 001.

CLIN 002 for unforseen parts, services, and repairs would be for the items described as a total cost for the additional work.

Attachment B

There is a field for “Travel Time Labor Rate” which could be billed for a separate mobilization to effect repairs discovered on PM or to answer a service call and either complete repairs during the service call mobilization or a return trip. However, there is no field to bill for mileage or other travel costs, (hotel, meals, incidental, etc.). Please advise if those expenses can be billed under CLIN 001 for a service call or a separate repair mobilization after PM.

Service calls would be billed against CLIN 002 as a total cost for the service call. There is not a separate CLIN for travel.

SOW

Paint is only mentioned in 2.2 Repairs, Unscheduled Repairs, and Emergency Service. Please confirm any painting of the barriers will be as needed and billable separately from the FFP for PM.

Painting would be a separate billable item.
