The procurement is restricted to M&R MACC contractors; only four pre-qualified contractors (T.E. This is a Total Small Business set-aside on an Indefinite Quantity/Indefinite Delivery contract basis.
Work must be completed within 210 calendar days of award, revised by Amendment 0002 issued August 24 from the original 60-day period to accommodate the vault door manufacturer's 140-day fabrication and delivery timeline plus submittal review and onsite completion. Place of performance is MCAS Cherry Point, NC 28533. The procurement requires removal and replacement of the existing vault door and frame with a GSA-certified Class 5-A armory vault door fitted with an FF-L-2937 mechanical combination lock, compliant with Federal Specification AA-D-600D. Installation must follow manufacturer specifications and include day gate installation, multiple functional tests, site cleanup, and return to original condition. The contractor must comply with DBIDS registration or One-Day Pass requirements, perform work using U.S. firms and U.S. citizens, provide an Accident Prevention Plan and Activity Hazard Analysis per EM 385-1-1, maintain mandatory personal protective equipment, and comply with OSHA and NFPA standards. Davis-Bacon wage rates apply. The government's estimated project cost is less than $25,000. Award is on a lowest price basis without discussions, unless the government determines discussions are necessary. A mandatory site visit is scheduled for August 13, 2026 at 11:00 a.m. at Building 87, FEAD Cherry Point. Pre-proposal inquiries are due August 18, 2026 by 12:00 p.m. local time.
