About this opportunity

The Department of the Army Materiel Command Contracting Command at Rock Island Arsenal is conducting market research to procure multiple bridge crane systems for various manufacturing and processing areas within their facility. The pre-solicitation notice seeks qualified vendors capable of providing four distinct bridge crane systems with 4,000-lb capacities, each designed for specific locations including flat laser cutters, tube laser cutters, welding areas, and an ultrasonic cleaning room. Vendors must submit detailed information including their business name, CAGE code, business size, socio-economic classification, and a clear statement about their manufacturing status. The market research phase requires vendors to provide a brief capability statement and explicitly state whether they are the direct manufacturer of the cranes or a reseller. The response deadline is March 12, 2025, with the opportunity posted on March 5, 2025.

The pre-solicitation notice does not indicate any specific set-aside designations, meaning the opportunity is open to all qualified vendors. The crane systems have specific technical requirements, including single girder top-running bridges with variable frequency drive, 2-ton electric hoists, pendant controls, and stringent safety features like fail-safe brakes and shock-absorbing bumpers. Each crane must be free-standing, anchored only to the floor, with less than 1-inch sway under full load, and powered by 460V 3-phase electrical systems. The procurement includes not just equipment supply but also installation, training, and a requirement for 48-hour service response. While no specific award value is mentioned, the complexity of the systems and the multiple crane requirements suggest a potentially significant contract value for the right vendor who can meet the detailed technical specifications outlined in the statement of work.
