About this opportunity
The Department of the Air Force Air Education and Training Command's 502d Contracting Squadron is soliciting Variable Refrigerant Flow (VRF) System Support Services to provide technical maintenance and training for HVAC systems across Joint Base San Antonio installations. The contractor must deploy EPA Section 608 certified journeyman HVAC technicians with manufacturer-specific credentials to perform corrective and preventative maintenance on VRF systems from Daikin, LG, Mitsubishi, Trane, and Sanyo manufacturers. Additionally, the contractor must provide comprehensive training services for 119 Civil Engineering Squadron HVAC personnel through both classroom and hands-on instruction conducted at least two weeks monthly. The solicitation will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, with questions due by May 20, 2025, and proposal responses required by June 2, 2025. A mandatory site survey is scheduled for May 15, 2025, at the JBSA Randolph Visitor Center to allow offerors to assess existing conditions and equipment.
This opportunity is designated as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with only certified SDVOSB concerns eligible to submit proposals. The contract is structured as an Indefinite-Delivery Indefinite-Quantity (IDIQ) agreement with a 12-month base period from June 9, 2025, through June 8, 2026, and includes an optional 6-month extension. The contract encompasses three primary components: maintenance and training services, reimbursement for maintenance materials up to $2,500 per repair, and emergency overtime services with required 2-hour response times. Services will be performed across multiple JBSA locations including Fort Sam Houston (53 personnel), Lackland (23 personnel), and Randolph (43 personnel), with the primary place of performance at 2330 Stanley Road, Fort Sam Houston, Texas. The solicitation notes that funds are not presently available, and award is contingent upon funding availability, with the government reserving the right to cancel without obligation to reimburse offerors for any costs incurred.
