About this file

This document is a Solicitation Amendment (SF30) for the Variable Refrigerant Flow (VRF) System Support Services contract, modifying the original solicitation FA301625R0034. Key changes include extending the question submission date to May 20, 2025, and the solicitation due date to June 2, 2025, with a new performance period from June 9, 2025, to June 8, 2026. The amendment revises the Contract Line Item Number (CLIN) structure and incorporates a revised Performance Work Statement and new attachments.

The solicitation remains a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for non-personal services, to be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation method. The contract covers maintenance and training services for Variable Refrigerant Flow systems across Joint Base San Antonio locations, including maintenance services, reimbursement for materials (up to $2,500 per repair), and emergency overtime services. Contractors must provide technicians with EPA Section 608 Universal Certification and manufacturer-specific credentials, with a mandatory site survey scheduled for May 15, 2025, at the JBSA Randolph Visitor Center.

The Offeror proposal shall not simply rephrase, reiterate, or restate the Government's own language, but rather shall provide convincing rationale describing how it intends to fulfill the requirement. Legibility, clarity, and coherence are very important. Provide as specifically as possible with the actual methodology you use for accomplishing and satisfying the requirements. The Offeror assumes that the Government has no prior knowledge of its capabilities, facilities, and experience, and will base the evaluation on the information presented in the proposal.

3.2 PERIOD FOR ACCEPTANCE OF PROPOSALS. The Offeror agrees to hold the pricing in its proposal firm for 60 calendar days from the date specified for receipt of proposals.

3.3 REPRESENTATIONS AND CERTIFICATIONS. Contractor shall complete the necessary fill-ins, certifications, and provisions. The total amount must equal the sum of all unit prices (CLINs). The proposed prices shall be based on the Offeror own approach and the Government's PWS requirements as set forth herein. Offerors who change the quantities stated in the solicitation will NOT be awarded a contract, the total evaluated price must be found to be fair and reasonable and balanced. The CO reserves the right to conduct a price realism analysis and to reject a proposal if the price proposed is unrealistically low. Adequate competition is anticipated so Offerors are encouraged to proposal their best pricing.

NOTE: Volume II shall include the schedule of supplies and services as defined in RFP.

The Offeror shall submit only pricing information that will be evaluated for the award or become part of the resulting contract. Supply costs and associated General and Administrative (G&A) costs plus profit or fees should be included in the unit price.

However, if at any time during this competition the CO determines that adequate price competition no longer exists, Offerors may be required to submit other than certified cost or pricing data to the extent necessary for the CO to determine the reasonableness of the price.

The Government will evaluate the three (3) lowest priced proposals for Technical Acceptability. However, the Government reserves the right to evaluate additional proposals for technical acceptability if deemed to be in the best interest of the Government. If additional proposals are evaluated for technical acceptability, they will be evaluated in the order of total price.
