About this opportunity

The Department of the Air Force Space Command seeks a third-party structural engineering firm to perform a limited condition assessment of the 156-foot SLC-3 Tower at Vandenberg Space Force Base, California, with quotes due September 17, 2026 at 12:00 PM PST and questions due September 2, 2026. This is a 100% Small Business Set-Aside under NAICS code 541330 (Engineering Services), with a small business size standard of $25.5 million.

Place of performance is Vandenberg Space Force Base, California. The contractor must be independent with no affiliation to or subcontract relationship with the incumbent Launch Operations Support Contract (LOSC) provider. The scope includes physical field survey, Non-Destructive Testing (NDT) at Government-directed areas of concern, structural analysis per ANSI/TIA-222-I, ASCE 7-22, and UFC 3-301-01, and delivery of a Condition Assessment Report stamped by a California-licensed Structural Engineer. The draft report is due 30 days after award; the final report is due 90 calendar days after receiving Government comments, incorporating 100% of Government feedback.

Personnel requirements mandate a California-licensed Structural Engineer as Lead with minimum 5 years' experience with steel lattice towers in high-wind and seismic regions; certified tower climbers conforming to ANSI/ASSE Z359.1 and OSHA Title 29 CFR standards; ACI Grade I concrete technicians; and ASNT Level II/III or AWS Certified Welding Inspectors for NDT work. NDT baseline pricing covers 24 distinct locations with per-unit pricing for additional locations. Geotechnical investigations and detailed foundation drawings are excluded.

Award is a Firm-Fixed-Price purchase order evaluated on two factors: price (ranked lowest to highest) and technical capability (pass/fail). The Government will evaluate the lowest-priced quoter first for technical acceptability; if unacceptable, evaluation proceeds sequentially by price until one quote is determined technically acceptable. All quoted prices must remain firm for 60 calendar days from the offer due date and include all shipping, handling, delivery, tariffs, and transaction fees. Quotes are submitted via email to Contract Specialist Guenevere Lastimoza-Williston and Contracting Officer Vincente Mills. Offerors must be registered and active in SAM at submission and award.
