About this file
This is a Performance Work Statement for an Independent Structural Engineering Study of the SLC-3 Tower at Vandenberg AFB, California, dated 21 July 2026.
The Government seeks a comprehensive structural condition assessment and code-compliance evaluation of a 156-foot guyed, modular steel cuplock scaffold stair tower. The Contractor must be an independent third-party engineering firm with no affiliation to or subcontract relationship with the incumbent Launch Operations Support Contract (LOSC) provider. Key performance requirements include: (1) accelerated field investigation and condition profiling beginning within 5 business days of contract award, utilizing on-site visual observations and Non-Destructive Testing (NDT) at Government-directed areas of concern to document corrosion, section loss, weld defects, and structural degradation; (2) rigorous structural analysis establishing current design basis per ANSI/TIA-222-I, ASCE 7-22, and UFC 3-301-01 modifications, evaluating seismic and wind loading capacities, and providing definitive pass/fail code-compliance determinations; and (3) delivery of a comprehensive Condition Assessment Report with draft version due within 30 days of award and final version within 90 calendar days of receiving Government comments. Personnel requirements mandate a California-licensed Structural Engineer as Lead (minimum 5 years' experience with steel lattice towers in high-wind/seismic regions), certified tower climbers conforming to ANSI/ASSE Z359.1 and OSHA standards, ACI Grade I concrete technicians, and ASNT Level II/III or AWS Certified Welding Inspectors for NDT work. The Final Report must incorporate 100% of Government feedback and bear the active seal and signature of a California-licensed Structural Engineer.

PERFORMANCE WORK STATEMENT
INDEPENDENT STRUCTURAL ENGINEERIG STUDY FOR
SLC-3 TOWER CONDITION ASSESSMENT
VANDENBERG AFB, CA
21 JULY 2026
1.0 MISSION OBJECTIVE & INDEPENDENCE REQUIREMENT
The objective of this effort is to obtain a comprehensive structural condition assessment and code-compliance evaluation of the SLC-3 Tower.
1.1 Third-Party Independence: To ensure a completely unbiased evaluation, this study must be executed by an independent third-party engineering firm. The Contractor shall have no affiliation with, nor be a subcontractor to, the incumbent Launch Operations Support Contract (LOSC) provider for this specific effort.
2.0 BACKGROUND
The SLC-3 Tower is an approximately 156-foot guyed, modular steel cuplock scaffold stair tower. It is supported by six levels of guy wires anchored to below-grade concrete deadman footings and bears on a concrete pad via adjustable jack-stand legs. As no formal record drawings exist, the Contractor must independently verify and rely upon tower geometry, member configurations, and anchor locations to execute the assessment.
3.0 PERFORMANCE REQUIREMENTS
The Contractor shall provide all labor, supervision, and engineering expertise required to achieve the following outcomes:
3.1 Accelerated Field Investigation & Condition Profiling
Due to mission urgency, the Contractor shall coordinate with the Government to conduct a kick-off meeting and schedule site visits that will start 5 business days upon contract award. The Contractor shall execute on-site visual observations and Non-Destructive Testing (NDT) at Government-directed areas of concern. The outcome must yield an accurate, documented profile of existing material deterioration, specifically quantifying corrosion, section loss, weld defects, and related structural degradation.
3.2 Structural Analysis & Code Compliance Evaluation
The Contractor shall perform a rigorous structural analysis to determine the tower's compliance with modern engineering standards. The Contractor shall:
• Identify the original building code applied to the structure's construction.
• Establish the current design basis in accordance with ANSI/TIA-222-I, ASCE 7-22, and applicable UFC 3-301-01 modifications (incorporating structure classification, topographic effects, and ice parameters).
• Evaluate existing seismic and wind loading capacities against the established current design basis.
• Lead Structural Engineer (Key Personnel): Must hold an active and valid "Structural Engineer" (SE) Title Authority issued by the California Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG).
• The Lead Engineer must possess a minimum of five (5) years of documented experience in the structural design, analysis, and inspection of steel lattice towers, guyed masts, and monopole structures in high-wind and high-seismic regions.
• Tower Climbing Inspector: Any personnel climbing the tower to perform visual or physical inspections must be certified as an "Authorized Climber" or "Competent Climber" conforming to ANSI/ASSE Z359.1 and OSHA Title 29 CFR standards
• Tower Non-Destructive Testing (NDT) Certifications: Field testing of structural components (including guy wire tension, foundation anchor bolts, and weld connections) must be executed by certified specialists (if applicable):
• Foundation Concrete Testing: Concrete integrity or core testing must be conducted by an American Concrete Institute (ACI) Grade I Technician.
• Weld/Connection Testing: Ultrasonic or Magnetic Particle testing of tower splices, flange plates, and welds must be performed by an ASNT Level II or Level III Technician (conforming to ASNT SNT-TC-1A) and/or an AWS Certified Welding Inspector (CWI).
• Formulate a definitive pass/fail code-compliance determination relative to ANSI/TIA-222-I for the evaluated sites, explicitly identifying the governing deficiency if compliance is not met.
3.3 Condition Assessment Report Delivery
The Contractor shall synthesize all field data, NDT results, and structural compliance calculations into a comprehensive Condition Assessment Report.
• Draft Report: Must detail all bases, assumptions, analytical methodologies, and compliance determinations.
• Final Report: Must incorporate one round of consolidated Government review comments and be signed and sealed by a California-licensed Structural Engineer.
4.0 DELIVERABLES & SERVICES SUMMARY
The following table defines the critical performance objectives, the required deliverables, and the Acceptable Quality Level (AQL) the Government will use for surveillance and acceptance.
