About this file
This document is a template containing standard contract clauses and administrative requirements for Department of the Air Force acquisitions.
The document establishes an ombudsman function under Mr. Erik Symanski to hear and facilitate resolution of concerns from offerors and potential offerors, while maintaining confidentiality. The ombudsman does not participate in proposal evaluation, source selection, or protest adjudication, and has no authority to render binding decisions. Interested parties must first address concerns to the contracting officer before consulting the ombudsman. The document specifies that the ombudsman should not be contacted for solicitation copies, offer due dates, or technical clarifications.
The document further outlines health and safety requirements for contractors performing work on Air Force installations, requiring contractors to take reasonable precautions to prevent accidents and preserve health and safety for both contractor and government personnel. The contracting officer may direct Department of the Air Force Occupational Safety and Health (AFOSH) Standards compliance, with adjustments handled under the Changes clause. Violations subject to correction may result in contract termination under the Default clause. Additionally, the document details contractor access requirements to Air Force installations, including mandatory base identification and vehicle passes for frequent visitors. Contractors must submit written requests listing personnel needing access and obtain REAL ID-compliant identification or acceptable alternative documentation as of May 7, 2025. The contractor must maintain Emergency Mass Notification System contact information for all personnel whose normal place of duty is on a Department of Defense installation or facility, and failure to comply with these access and notification requirements may result in withholding of final payment.

Ombudsman
1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Erik Symanski.
