Eligibility is limited to current SeaPort NxG MAC holders under FAR 16.5, and the procurement uses a two-step evaluation process.
Place of performance is the National Capital Region, with 90–100% of work conducted at contractor facilities. Contractor personnel must hold a minimum Secret clearance and obtain DoD Common Access Cards; security background investigation is required per SECNAV M-5510.30. The work includes database enhancement and modernization, data collection and operations across multiple VAMOSC universes, AWS GovCloud infrastructure administration, website administration, middleware support, information assurance compliance, user account management, and training support.
The base period runs from June 16, 2026 through June 15, 2027, followed by four one-year option periods and one six-month option, extending through December 15, 2031. Staffing requirements total 11.4 FTE across five labor categories: Program Manager (1.35 FTE), Senior Functional Analyst (2.25 FTE), Functional Analyst (3.0 FTE), Senior Technology Analyst (1.0 FTE), and Technology Analyst (3.8 FTE). Travel and other direct costs are not-to-exceed $5,000 per contract period. The contract is firm-fixed-price. Evaluation weights Performance Approach and Past Performance equally as the most significant factors, with Socio-Economic Plan significantly less important; non-price factors are considered more important than price. Award goes to the responsible quoter offering best value. The predecessor contract was N00189-21-F-3027, held by IBM. NAICS code is 541330, Engineering Services; PSC is DD01.
