About this file
This is a Request for Quotation (RFQ) issued by the U.S. Navy for a task order under the SeaPort NxG multiple award indefinite delivery/indefinite quantity (IDIQ) contract. The solicitation number is N0018926R31060002, with a May 5, 2026 issue date. The requirement is for cost analysis support services to operate and maintain Naval VAMOSC (Visibility and Management of Operating and Support Costs), the Department of Navy's authoritative database for operating and support costs of major weapons systems. Quotations are due by 12:00 PM Eastern Time on May 26, 2026, submitted by email only. The contract is firm-fixed-price (FFP) with a base performance period from June 16, 2026 through June 15, 2027, plus four one-year option periods and an additional six-month option under FAR 52.217-8. Contractor support will be predominantly performed in the National Capital Region, with approximately 90-100% of work at contractor facilities. The solicitation uses a two-step evaluation process: Step One requires a maximum two-page viability submission by May 14, 2026, and only viable contractors are invited to submit detailed quotes in Step Two. Step Two evaluation includes non-price factors (Performance Approach, Past Performance, and Socio-Economic Plan) rated as equally important between Performance Approach and Past Performance but significantly more important than Socio-Economic Plan, plus price evaluation for reasonableness.
The Performance Work Statement details requirements for database enhancement and modernization, data collection and operations across multiple VAMOSC universes, comprehensive IT system administration for AWS GovCloud infrastructure, website administration, middleware support, information assurance compliance, user account management, and training support. Key personnel required include a Program Manager (1.35 FTE), Senior Functional Analyst (2.25 FTE), Functional Analyst (3.0 FTE), Senior Technology Analyst (1.0 FTE), and Technology Analyst (3.8 FTE), totaling 11.4 FTE for a 12-month period. All contractor employees require a DoD Common Access Card and security clearance (minimum Secret clearance). Travel and other direct costs are not-to-exceed $5,000 per contract period. This is a follow-on to the previous IBM contract N00189-21-F-3027 and is open to full and open competition among SeaPort NxG prime contract holders. The solicitation includes extensive security, personnel, property management, and compliance requirements typical of Department of Defense IT services contracts.

Section A - Solicitation/Contract Form
VAMOSC
This solicitation is issued under the authority of FAR 16.5 under the Seaport program of multiple award IDIQ contracts. Only SeaPort MAC holders are eligible to participate in this solicitation process.
Questions:
1 RFQ, Section A, Step Two, Page 3 states "upon the completion of Step One, the Contracting Officer will request the following information detailed in Sections L and M fo the RFQ from viable competitors." Does the Government have an anticipated date when they intend to notify offeror's of their ability to submit Step Two?
A:No
2 RFQ, Section L, Section II. Requirements for Quote Content, Paragraph (5), page 50 Page Limitations states "Volume I, "Non-price Quote," is limited to a maximum of 10 pages in length inclusive of any charts, diagrams, and/or other graphics. Further, Section III. Quote Content, page 50 states that Volume I is inclusive of the Performance Approach, Past Performance, and Socio-Economic Plan. This is a lot of information to try to fit within 10 pages. Would the Government consider increasing the page limitation to 20 pages?
A:See updated solicitation
3 Please confirm whether the Government provides all required development software licenses (including database, development, BI, and middleware tools) or whether contractors are expected to furnish any developer software licenses.
A:The government will provide all required software licenses.
4 RFQ, Section L, Contractor Questions, Page 49 states "all questions from contractors concerning Step One to the RFQ must be received in writing…on 7 MAY 2026". Will there be another question period for Step Two?
A:No
5 Section A states the Step One submission shall be "no more than two (single sided) pages." Section L provides specific style requirements (8.5 x 11, 1" margins, 11-pt font, single- spaced) for Step Two. Will the Step One submission be evaluated against the same style/font/margin standards in Section L, or are quoters free to use their own style standards within the two-page limit?
A:See updated solicitation
6 Will a cover sheet, header block, point-of-contact information, and the SeaPort NxG attestation count toward the two-page limit for Step One? In Step Two, the cover sheet and table of contents are excluded from the page limit per Section L; please confirm whether the same exclusion applies in Step One.
A:Solicitation clear on its face
7 May Step One submissions include the Section L Past Performance Information Form for cited references, or is narrative-only the expected format for Step One? If the form is permitted, will the form pages count toward the two-page Step One limit?
A:Solicitation is clear on its face
8 Section A requires that the SeaPort NxG Prime Contract Holder attestation include the contract number. Is the Contracting Officer's preference for this attestation to be a callout block at the top of the two-pager, or to be an appended attestation cover page (and if so, does the cover page count against the page limit)?
A: Solicitation is clear on its face
9 Section A invites sources with limited PWS experience to address "the commitment of personnel or other contractors with more relevant experience." In Step One, will subcontractor past performance and subcontractor
N0018926R31060002 commitment letters be evaluated as evidence of viability, and are they given weight equal to prime past performance for the Step One viability determination?
A:Step 1 submissions will be evaluated holistically for viability.
10 Following the Contracting Officer's Step One viability determination, what is the planned Step Two solicitation release date and target Step Two due date? Section L currently lists the Step Two due date as 12:00 PM ET on 26 May 2026; will the Government extend this date if Step One viability notifications are issued close to that deadline?
A:Solicitation is clear on its face
11 PWS Section 2.3.2 references existing system documentation including the current ATO boundary, AWS GovCloud architecture, Oracle database inventory, and associated artifacts (CMP, CP, IRP, POA&M). To support development of an accurate and technically sound Performance Approach, including evaluation of code based components such as database scripts, middleware configurations, and automation tools. Please confirm whether the Government will provide this architecture and security documentation to viable competitors during the Step Two response period.
A:No
12 PWS Section 1.5 establishes a 70/30 contractor-site/Government-site labor distribution. Section L II.(c) requires Volume II to use the same 30/70 on-site/off-site ratio for all labor categories. Please confirm the on-site Government facility location(s) within the National Capital Region quoters should price travel and labor against (e.g., Navy Annex, Pentagon, other).
A:See revised PWS
13 PWS Section 1.4 specifies a Firm-Fixed-Price (FFP) contract type for labor (CLINs 0001/1001/2001/3001 /4001/5001), with Travel and ODCs as Cost-No-Fee. Per Attachment IV (Level of Effort Spreadsheet), the labor hours per category are fixed across all periods. Please confirm whether the Government anticipates separate proposed unit prices per labor category in the Volume II pricing pages, or a single bundled monthly FFP per period of performance.
A:Separate FFP rates per labor category is ideal
14 PWS Section 5.8 indicates a GFP Attachment listing accountable items will be incorporated into the contract.
Will the GFP Attachment be released with the Step Two solicitation so quoters can size their staff onboarding plan and account for any contractor-supplied IT/equipment cost?
A:It is the intent of the government to provide sufficient GFP for performance of the requirement.
15 Will the Government provide the QASP Performance Standards/AQLs and the CDRL templates referenced in QASP Section 4 with the Step Two solicitation, to allow quoters to align their Quality Control Plan and proposed deliverable cadence with Government expectations?
A:The PWS and DD-1423s reflect the contract performance standards.
16 Section H or the DD-254 referenced in PWS Section 6.1 establishes a SECRET facility clearance requirement. Please confirm: (a) Will the DD-254 be available in the Step Two solicitation package, and (b) at what point in the source selection (post-award versus pre-award) is contractor personnel SECRET-clearance verification required?
A:Solicitation clear on its face
17 Attachment IV (Level of Effort Spreadsheet) shows identical labor hours across the Base Period and Option Periods I–IV, and exactly half those hours for the FAR 52.217-8 six-month option. Please confirm: Quoters are required to price exactly to these hours with no proposed alternative labor mix.
A:Solicitation is clear on its face
18 Attachment IV shows Travel/ODC of $5,000 per period with an "Overall Total" of $30,000 across the Base +
5 Option Periods. Section B CLIN structure shows separate Travel/ODC CLINs for each period (0002, 1002, 2002, 3002, 4002, 5002). Please confirm the $30,000 aggregate is the correct ceiling and that quoters should not exceed $5,000 per individual period CLIN.
A:Solicitation clear on its face
19 Attachment V (Question Template) is the format being used for this Q&A submission. Please confirm whether the Government also accepts Step One viability questions submitted as PDF or email body text in addition to this template, or whether the XLSX template is the sole acceptable format for any vendor questions.
A:Questions were due 7 MAY 26, questions template was attached but not required to use for submission
20 The PWS states that the contractor shall designate one contractor employee to each key personnel role. Table 2 identifies multiple FTEs within certain labor categories (e.g., 3.0 Functional Analysts, 3.8 Technology Analysts). Please confirm that only one individual per labor category is required to be designated as Key Personnel.
A:Yes, one Key Personnel per Labor Category
21 Section A, Step One, includes a statement that "A determination that a competitor is nonviable does not necessarily mean the Contracting Officer believes the competitor cannot successfully perform the PWS. A competitor could be determined nonviable because of their experience relative to other competitors. The Contracting Officer will notify those sources determined nonviable that they are eliminated from further consideration."
This statement is seperate and distinct from the Section M - Evaluation Factors for Award. In fact, the Section M explicitedly states "This Task Order is reserved only for those contractors determined to be viable in accordance with the STEP ONE submission instructions contained in the General Information section"
Based on these instructions, the government does not provide offerors any documented rated criteria on how you plan to evaluate Step One submissions. Will the government please consider documenting at least some Step One evaluation criteria within Section M to guide offerors and avoid potential protests?
A:Please refer to Section A of the solicitation. The assessment of Step One submissions will be conducted by the contracting officer in accordance with Section A. This section of the solicitation also contains instructions to interested sources regarding the content requirements for a Step One submission. Section M of the solicitation establishes the Government’s evaluation criteria that will be used for evaluations of quotes received under Step Two.
22 Regarding the mention of “labor rates in the following sentence “…Supporting data including labor rates and hours and burden rates used in developing the price breakdown shall be furnished” as this task order is FFP, is the sentence to read “…Supporting data including labor categories, hours and burden rates used in developing the price breakdown shall be furnished”?
A: See updated solicitation
23 For Section L III(c) Socio-Economic Plan, can quoters provide targets for the overarching Seaport NxG contract?
A: That is up to the quoters discretion
24 In Section L, the solicitation states “For the purpose of preparing a price quote, the quoter shall assume that the basic period of performance shall be from 16 September 2026 through 15 June 2027…” In Section M, the solicitation states “For the purpose of preparing a price quote, the quoter shall assume that the basic period of performance shall be from 16 June 2026 through 15 June 2027…” Please confirm that the “from” date in Section L is to ready 16 June 2026.
A: See updated solicitation
25 In Section L III, Volume I, the solicitation states “The Non-Price evaluation factors are listed below, with
Performance Approach and Past Performance of equal importance and Socio Economic Plan, being significantly less important than either Performance Approach or Past Performance.” Would the Government please provide clarity on the order of importance?
A: Solicitation clear on its face
26 On page 47 under Section L – General, the solicitation states “In addition to the Price Quote, Quoters shall include the following in Volume II:
Solicitation cover sheet with appropriate blocks completed by the quoter.
Does the cover sheet referenced here refer to the SF33 and therefore separate from the cover mentioned in Section L II(3)?
A: yes
27 Are quoters required to complete Section K fill-in provisions like Representation Regarding Certain Telecommunications and Video Surveillance Services 52.204-24 or Equipment, 52.204-26 Covered Telecommunications Equipment or Services-Representation, 252.204-7016 Covered Defense Telecommunications Equipment or Services-Representation, and 252_204_Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or 7017 Services- Representation.?
A: solicitation clear on its face
28 While the solicitation states that no representations and certifications will be submitted in response to the solicitation, the first provision under Section K states “AUTHORIZED NEGOTIATORS The offer or quote represents that the following persons are authorized to negotiate on its behalf with the Government in connection with this request for proposals or quotations: [list names, titles, and telephone numbers of authorized negotiators):” Are quoters required to list names of authorized negotiators in this section?
A:Solicitation is clear on its face
29 In Section L II(4) the solicitation states “The quote shall contain all the pertinent information in sufficient detail in the one area of the quote where it contributes most critically to the discussion. When necessary, the quoter shall refer to the initial discussion and identify its location within its quote.” However in Section L III, under Volume I Non-Price quote, the solicitation states “(the non-price volume) shall exclude any reference to the price aspects of the quote.” Where necessary, can quoters make price aspect references that do not contain any dollar amounts (e.g. Labor Categories, LOE)?”
A:Soliciation is clear on its face
30 RFQ Amendment 0001 was released on 5/12/2026. The original RFQ required "on no more than two (single sided) pages, a description of their experience on prior contracts they consider most similar to Performance Based Work Statement (PWS)" for the Step One Submittal. Amendment 0001 requires "a corporate /performance overview that includes their general approach to the solicited requirement. In addition, the corporate/performance overview should include a description of their experience on prior contracts/efforts they consider most similar to the Performance Work Statement (PWS) for the solicited requirement." Given that the corporate/performance overview and general approach is a newly added requirement with less than two business days to incorporate this into our response, would the Government consider extending the due date for Step One to May 18, 2026 and the due date for Step Two to June 8, 2026?
A: no, see updated solicitation
31 RFQ Amendment 0001 was released on 5/12/2026. In addition, the corporate/performance overview should include a description of their experience on prior contracts/efforts they consider most similar to the Performance Work Statement (PWS) for the solicited requirement." Given that the corporate/performance overview and general approach is a newly added requirement, would the Government consider increasing the page limit from two to three pages?
A: no, see updated solicitation
I. PREPARATION COSTS
This Request for Quotations (RFQ) does not commit the Government to pay for the preparation and submission of a quotation.
II. FAIR OPPORTUNITY EVALUATION FOR TASK ORDER ISSUANCE
The Navy will provide interested sources a fair opportunity in accordance with FAR 16.505(b) using the procedures and evaluation factors described in this provision. It is emphasized that this is a FAR 16.505 fair opportunity process intended to streamline the source selection and be minimally burdensome for both the Navy and awardees interested in competing for this requirement. The procedures of FAR 15.3 do not apply to this source selection.
While not an all-inclusive list, some examples of FAR 15.3 requirements that do not apply are the "late is late" rule, competitive range determinations, the FAR 15.3 rules for discussions, formal evaluations plans, and formal evaluation documentation.
The Contracting Officer will make the source selection using the following two-step process.
Step One:
Step One submissions must also attest that the interested vendor is a SeaPort NxG Prime Contract Holder, and the contract number must be provided within the submission. Submissions that do not provide such attestation may be determined ineligible to participate in Step Two.
No later than 12:00pm (Philadelphia, PA Time) on Thursday, 14 MAY 2026, interested sources shall submit via email to kelly.l.bradbury.civ@us.navy.mil, on no more than two (single sided) pages, a description of their experience on prior contracts they consider most similar to Performance Based Work Statement (PWS).
**Earlier submissions are not discouraged.
Step One:
Page Limitations
Step One is limited to a maximum of 2 pages in length inclusive of any charts, diagrams, and/or other graphics.
Each "page" is defined as one sheet, 8 1/2 " x 11", with at least one inch margins on all sides, using a font with a point size of 11 or greater (e.g., "Times New Roman" style with 11 point font). Lines shall, at a minimum, be single-spaced. Pages shall be consecutively numbered. Double pages will count as an equivalent number of 8 1 /2" x 11" pages. Pages submitted in excess of the page limitations described above will not be evaluated. The Navy may exercise discretion in determining which specific pages are considered to be in excess of the page limitations.
Interested sources should use their judgment on how best to demonstrate through their two-page submission that they are a viable competitor. For example, a source with relatively limited experience related to the PWS could address how it has the commitment of personnel or other contractors with more relevant experience.
The Contracting Officer will evaluate each submission and determine which sources are viable competitors for award. The Contracting Officer may communicate with a competitor, without regard to the rules of FAR 15.3 concerning competitive range determinations and discussions, if such communications will enhance the Contracting Officer's determination of whether the quoter is a viable competitor for award. A determination that a competitor is nonviable does not necessarily mean the Contracting Officer believes the competitor cannot successfully perform the PWS. A competitor could be determined nonviable because of their experience relative to other competitors. The Contracting Officer will notify those sources determined nonviable that they are eliminated from further consideration.
Step Two:
SEE SECTION L OF THIS SOLICITATION
Upon the completion of Step One, the Contracting Officer will request the following information detailed in Sections L and M of the RFQ from the viable competitors. Refer to Section L for the entirety of instructions and Section M for evaluation criteria.
In addition to the information submitted by competitors, the Contracting Officer may consider other information reasonably related to the evaluation factors, to include the personal knowledge of the competitor's commercial and Government customers, and past performance databases.
The Contracting Officer is not obligated to evaluate all information submitted from each competitor. For example, the Contracting Officer may curtail evaluation of a competitor's submission if at any point the Contracting Officer determines the competitor is unlikely to provide best value.
The Contracting Officer may communicate with a competitor at any time during Step Two without regard to the FAR 15.3 rules concerning competitive range determinations and discussions. The Contracting Officer may also identify the competitor most likely to provide best value and hold negotiations solely with that firm to finalize the order and/or negotiate more favorable terms for the Government.
Any quotations received from firms that were determined not viable in Step One and not invited to submit a quotation based on the review contained in Step One will not be evaluated and immediately disqualified for consideration in this requirement. Firms determined viable will be requested to submit a non-price/cost quote and cost/price quote.
Note: This solicitation is issued under the authority of FAR 16.5 under the Seaport program of multiple award IDIQ contracts. To the extent that the words "offer" or "proposal" appear in this solicitation, they shall be construed to mean "quote" (or "quotation"), and to the extent that the word "offeror" appears in this solicitation, it shall be construed to mean "quoter".
Questions in Response to Solicitation
*Questions: Quoters may submit questions requesting clarification of solicitation requirements via email to kelly.
l.bradbury.civ@us.navy.mil any time, up to:
3:00pm on Thursday, 7 MAY 2026 Philadelphia, PA time
Time may not permit responses to questions received after that date to be prepared and issued prior to the due date of the quotes.
It is intended to make award of the resultant task order in time to allow an approximate 30 day start-up period in advance of the actual commencement of the performance period. The contractor shall make all necessary preparations, during this start-up period, to assume full responsibility for task order performance as of the task order start date. It is noted that invoicing by the contractor will begin upon the completion of the first month of services and no reimbursement will be paid by the Government for efforts expended during the start-up period.
***This follow-on requirement is being procured as 100% Full and Open Competition. This requirement is a follow-on to N00189-21-F-3027 with International Business Machines Corporation.
