The Bureau of Reclamation, Lower Colorado Region seeks to purchase eight electric valve actuators for the Hoover Dam powerplant bypass system, with quotes due September 14, 2026 at 2:00 p.m. Pacific Time. This is a Women-Owned Small Business set-aside, NAICS 333995, procured as a simplified acquisition for commercial items under RFQ method.
Place of performance is the Hoover Dam Central Warehouse in Boulder City, Nevada. Delivery must occur within 45 days after receipt of order, with acceptance limited to 7:30 a.m. to 3:30 p.m. Pacific Time, Monday through Friday, and a minimum one week advance scheduling notice required to Tyrese Smith at the Parker Dam Office.
The actuators must be compatible with 12-inch A-T Controls Power-Seal HP 300# Lug Butterfly Valves and meet these specifications: dust-tight and waterproof enclosure rated to at least 20 feet depth for continuous immersion of a minimum 30 minutes; maximum torque load capacity of 17,500 inch-pounds; 480VAC/3PH motor power and 110VAC/1PH control power; manual bare stem operator capability; and Buy American Act compliance for all components. The reference equivalent product is the R5L4-3 model Emerson/EIM M2CP series actuator. All components must comply with Buy American domestic content requirements: 65 percent domestic content for items delivered 2024–2028, and foreign steel content below 5 percent.
Offerors must submit completed SF 1449 forms with unit and extended pricing, discount terms, manufacturer's catalog literature or specification sheets for proposed actuators, and hold prices firm for a minimum of 20 days from quote receipt. Quotes will be evaluated on technical conformance to specifications and price. Award will be a single Firm-Fixed Price contract. Amendment 001 issued September 11 revised the delivery and depth immersion requirements; offerors must acknowledge receipt of the amendment prior to quote submission deadline.

The Bureau of Reclamation, Lower Colorado Region, Parker Dam Office, has a requirement to purchase eight (8) valve actuators.
Quoters are expected to download all attachments and read thoroughly in order to provide the required information with quote submittal. Failure to submit all required information can result in quote not being considered. Please review Provisions and Instructions section of RFQ package for all required information to be submitted.
