About this file
This document is a Questions & Answers addendum to Solicitation No. 140R3026Q0140 that clarifies technical and contractual requirements for actuator equipment procurement.
The solicitation concerns waterproof actuators for valve control at Hoover Dam. Key technical clarifications include: machined couplings must accommodate a square valve stem with 0.866-inch side dimensions and 1.18-inch height; the waterproofing requirement is for flood contingency with normal operations remaining above water; actuators must be rated for continuous immersion to a depth of 20 feet for a minimum duration of 30 minutes (revised from an initial 40-foot requirement that suppliers could not accommodate); and actuators should include handwheel capability for non-submerged operation. Installation will be performed by Hoover staff, eliminating the need for contractors to supply conduit. Regarding delivery terms, the response clarifies that delivery is 45 days after receipt of order, with SF 1449 being updated accordingly to supersede the initial 90-day specification. The actuator depth capability has been adjusted from 26 feet to 20 feet to align with supplier capabilities, and the submersion duration requirement of 30 minutes significantly exceeds the offering of 96 hours at the specified depth.

Solicitation No. 140R3026Q0140
Questions & Answers
1. If machined couplings are required at the time of order, please provide the required machining dimensions.
For the valve used at Hoover the top end of the valve stem is a square with a side dimension of 0.866 inches and a height of 1.18 inches.
2. The information provided in the request is somewhat limited, and the wording regarding the “remote stations” is a little unclear. Could you please clarify what is meant by remote stations?
There is no mention of "remote stations" written anywhere in the SOW.
3. Are the actuators/remote stations expected to be constantly underwater or continuously submerged?
No, the waterproofing is in case of flooding, but normal operations will not be underwater.
4. What type of conduit is being used for the installation?
Install will be done in-house by Hoover staff; contractors do not need to supply conduit.
5. With the quoted actuators, we can provide a standard 26 ft (8 m) solution for up to 96 hours. If the actuators are required to remain underwater continuously, we would need to revise the quotation/specification accordingly.
This is acceptable, depth can be adjusted to 20ft for the requirement. 30 minutes is the minimum requirement, so 96 hours exceeds this.
6. If the actuators are continuously submerged, they would not typically have a handwheel.
Could you please clarify this requirement
The waterproofing is for operation in the case of flooding, normal operations will not be submerged.
7. Supplier does not believe the EIM actuators can accommodate the 40 ft requirement.
Could you please clarify the required installation depth and actuator configuration
The depth requirement should be 20ft.
8. Delivery. Attachment 1 says delivery 45 days after award, and the
SF 1449 schedule says 90 days after receipt of order. Which one governs?
Delivery date is 45 days after receipt of order. SF1449 is updated.
9. Submersion. The salient characteristics call for waterproof to a depth of at least 40 feet. Is there a required duration at that depth?
Submersible ratings are stated as a depth and a time, and it decides which actuator configurations qualify.
Continuous immersion is desired, for a duration of no less than 30 minutes.
