About this opportunity

NASA's Shared Services Center seeks quotation for vacuum-jacketed tubing to upgrade the gas system to NTREES at Marshall Space Flight Center, with quotes due October 9 at 4 p.m. CST. The procurement is set aside exclusively for total small business and uses lowest-price-technically-acceptable evaluation; quotes must remain valid for 30 days.

Place of performance and delivery is Huntsville, Alabama (Building 4631, 4631 Saturn Road, MSFC Central Receiving). The assembly is approximately 60 feet long with a ½-inch inner process-line ID, ½-inch AN fittings per AS5202-08 standard, and a vacuum-jacketed outer jacket of contractor design subject to Government approval. Process tubing shall be austenitic stainless steel (316L) suitable for hydrogen service; materials include 304 stainless steel braid/armor, Monel internal cable, and brass shutoff components. Maximum allowable working pressure is not less than 2,000 psig at design temperature; normal operating pressure is 1,200 psig with design temperature range 80 K to 320 K. The system must comply with ASME B31.12 (hydrogen piping) or ASME B31.3 (process piping) as applicable, along with applicable ASTM material standards and Compressed Gas Association requirements. NASA rejected non-vacuum-jacketed alternatives, two connected 30-foot assemblies, and FNPT connections. Deliverables include welding procedure and qualification records, inspection and nondestructive-examination reports, pressure and leak-test reports, vacuum-retention test results, and operating/handling/installation instructions. Contractor must provide firm itemized pricing with freight identified separately and a standard commercial warranty addressing defects and leaks in both the inner process line and outer vacuum jacket. Delivery schedule is contractor-proposed. The NAICS code is 326220 (Rubber and Plastics Hoses and Belting Manufacturing); PSC is 6605 (Navigational Instruments). Questions are due October 5 at 3 p.m. CST via email to McKenzie.M.Hanson@nasa.gov. Offerors must be registered in SAM.gov.
