About this file

This is a Statement of Work (SOW) for the design, fabrication, inspection, documentation, packaging, and delivery of a vacuum-jacketed tubing system for gaseous hydrogen (GH2) service. The procurement is issued by NASA Marshall Space Flight Center's Propulsion Research Development Laboratory, with delivery required to Building 4631, 4631 Saturn Road, Huntsville, Alabama 35812. The technical point of contact is Adam Martin of the Propulsion Research & Technology Branch. The system specifications include an approximate overall length of 60 feet with 4 elbows, a ½-inch inner process-line ID, and ½-inch A/N end-connection fittings. The outer vacuum-jacket size is contractor-designed subject to Government approval and dimensional envelope requirements.

The contractor must meet a Maximum Allowable Working Pressure (MAWP) of not less than 2,000 psig at the specified design temperature, with normal operating pressure of 1,200 psig and design temperature range of 80 K to 320 K. Process tubing shall be austenitic stainless steel suitable for hydrogen service, with the vacuum jacket constructed of stainless steel or Government-approved equivalent materials. The system design shall comply with ASME B31.12 (Hydrogen Piping and Pipelines) or ASME B31.3 (Process Piping) as applicable, along with applicable ASTM material standards and Compressed Gas Association requirements. Required deliverables include welding procedure and qualification records, inspection and nondestructive-examination reports, pressure and leak-test reports, vacuum-retention test results, and operating/handling/installation instructions. The contractor must provide firm itemized pricing with freight costs identified separately and include a standard commercial warranty addressing defects and leaks in both the inner process line and outer vacuum jacket. Installation is excluded as the final product will be assembled in-house, and the contractor must identify any exceptions, assumptions, or deviations in its quotation. The delivery schedule is to be proposed by the contractor with the required delivery date to be inserted by the Government.

1. PURPOSE AND REQUIREMENT DESCRIPTION

The Government requires the design, fabrication, inspection, documentation, packaging, and delivery of a vacuum-jacketed tubing or piping system for gaseous hydrogen (GH2). The completed system shall satisfy the Government-furnished drawings and the minimum technical requirements identified in this specification.

This procurement is for a complete material system. Installation is excluded, as the final product will be assembled in-house and on site. The vendor shall identify any exceptions, assumptions, or deviations in its quotation.

2. GOVERNMENT-FURNISHED INFORMATION

The Government will provide the following information with the solicitation or purchase request:

- System layout or isometric drawing showing required routing and dimensions.

- Required operating pressure and design pressure.

- Required operating temperature and design temperature.

- Hydrogen service designation: GH2.

- Required end-connection types and interface dimensions.

- Delivery location and any site-specific packaging requirements.

If the Government-furnished drawing conflicts with this written specification, the contractor shall notify the Contracting Officer or designated technical representative and obtain written clarification before fabrication.

3. MINIMUM TECHNICAL REQUIREMENTS

3.1 General Configuration

- Approximate overall system length: 60 feet

- Approximate number of directional changes or elbows: 4 elbows

- Inner process-line size: ½ inch ID.

- Outer vacuum-jacket size: Contractor-designed, subject to the dimensional envelope and performance requirements established by the Government drawing.

- Number of spool pieces or field joints: As required by the approved design, shipping limitations, and installation requirements.

- End connections: ½ inch A/N fittings

Equivalent contractor designs may be proposed when they satisfy the required pressure, temperature, hydrogen compatibility, dimensional interfaces, vacuum performance, installation constraints, and applicable codes.

3.2 Pressure and Temperature Requirements

- Maximum allowable working pressure (MAWP): Not less than 2,000 psig at the specified design temperature.

- Normal operating pressure: 1,200 psig.

- Design temperature range: 80 K to 320 K.

- Process fluid: GH2

- Vacuum-jacket external-pressure design: The jacket and associated components shall be suitable for the pressure differential created by the insulating vacuum and credible operating conditions.

The contractor shall clearly state the proposed system MAWP, design temperature, proof-test pressure, and applicable design-code basis. A quotation that does not meet the required MAWP or temperature range will not be considered technically acceptable unless the Government changes the requirement in writing.

3.3 Materials

- Process tubing or piping shall be austenitic stainless steel suitable for the specified hydrogen service, pressure, and temperature.

- The vacuum jacket shall be stainless steel or another Government-approved material suitable for the environment and design conditions.

- Wetted materials, seals, weld filler materials, flexible sections, and connection components shall be compatible with the specified hydrogen service.

- Materials shall be new and traceable to applicable material certifications.

The contractor shall identify the material grades, product forms, wall thicknesses, and applicable ASTM or equivalent specifications in its proposal and final documentation.

3.4 Vacuum Insulation System

- The annular space between the inner process line and outer jacket shall be evacuated and designed to maintain the required insulating vacuum.

- The contractor shall provide multilayer insulation, getters, molecular sieve, or equivalent vacuum-insulation provisions as required by its qualified design.

- Each independently evacuated spool shall include an appropriate pump-out or vacuum seal-off connection.

- Vacuum-jacket pressure-relief provisions shall be included where required by the applicable code and contractor design.

3.5 Thermal Expansion and Structural Design

The system shall accommodate thermal contraction, expansion, installation tolerances, dead weight, pressure loads, and other applicable design loads. Bellows, flexible sections, supports, anchors, guides, or other features shall be provided when required by the contractor's engineering analysis and the approved system layout.

4. APPLICABLE CODES AND STANDARDS

The contractor shall identify and apply the codes and standards appropriate to the specified hydrogen service and system classification. Unless otherwise approved in writing, the process piping design shall comply with the Government-specified edition of the applicable code.

- ASME B31.12, Hydrogen Piping and Pipelines, when applicable to the defined service and system classification.

- ASME B31.3, Process Piping, when specified or otherwise applicable.

- Applicable ASTM material standards.

- Applicable Compressed Gas Association requirements and NASA requirements identified in the solicitation or Government-furnished documentation.

The contractor shall identify the code edition and any proposed code exceptions or alternative standards in its quotation. No exception shall apply without written Government approval.

5. DESIGN SUBMITTALS AND APPROVAL

- Government review does not relieve the contractor of responsibility for design accuracy, code compliance, workmanship, or contract performance.

6. FABRICATION, CLEANING, AND WORKMANSHIP
