About this opportunity
The Virginia Army National Guard is seeking to procure 1,400 cases of canned drinking water to maintain a five-day supply for their Chemical, Biological, Radiological, Nuclear, and high-yield explosive Enhanced Response Force Package (CERF-P). Each case must contain twenty-four 12-ounce cans of 100% pure, lab-tested water packaged in BPA-free recyclable aluminum cans with a 50-year shelf life and leak-proof, corrosion-resistant seals. The water must comply with FDA, EPA, and DoD regulations for potable water storage and emergency preparedness, with cases being stackable and ready for long-term storage. The procurement will be conducted using FAR Part 13 Simplified Acquisition Procedures, with award to be made to the lowest-priced quote that meets all requirements. The government intends to make an award without conducting discussions, though the Contracting Officer reserves the right to do so if necessary. Quotes are due September 19, 2025, and vendors must hold their prices firm for 60 days after submission.
This solicitation is designated as a 100% small business set-aside under NAICS code 312112 (Bottled Water Manufacturing) with a small business size standard of 1,100 employees. No incumbent contractors or award value ranges are specified in the solicitation documents. The procurement involves 1,400 cases of specialized long-term storage water, representing a significant quantity for emergency response preparedness. Performance will take place with delivery to a specified location in Richmond, Virginia 23230. The contract will be awarded as a Purchase Order, with vendors required to provide accompanying documentation verifying water purity, packaging materials, and shelf life compliance. This procurement supports the CERF-P's mission to maintain readiness for deployment response support requests requiring a reliable water supply during emergency operations.
