About this file

This document is a Statement of Objectives (SOO) for the Virginia Army National Guard Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive Enhanced Response Force Package (CERFP). The objective is to procure 1,400 cases of canned drinking water with a 50-year shelf life to support deployment response requirements.

The water procurement has specific technical requirements: the water must be 100% pure, lab-tested, packaged in BPA-free recyclable aluminum cans with leak-proof, corrosion-resistant seals. Cases must be stackable, ready for long-term storage, and comply with FDA, EPA, and DoD regulations for potable water storage and emergency preparedness. Delivery will be to a specified location in Richmond, VA, with accompanying documentation verifying water purity, packaging materials, and shelf life compliance. The CERFP aims to maintain a Five Days of Supply (DOS) of drinking water to meet potential deployment response support requests.
