About this opportunity

The Virginia Army National Guard is procuring 113 units of hitch-mounted cargo platforms designed to extend the carrying capacity of Infantry Squad Vehicles (ISVs) for the 116th Mobile Brigade Combat Team. The platforms must meet specific technical requirements including a minimum 750-pound weight capacity, solid steel construction with a 2-inch by 2-inch solid steel shank compatible with standard Class III or Class IV hitch receivers, minimum dimensions of 30 inches width by 60 inches length, upward-folding capability, and a black powder-coat finish compliant with MIL-PRF-24712A or equivalent corrosion resistance standards. The Government intends to make award without conducting discussions, though the Contracting Officer reserves the right to conduct discussions if necessary. The evaluation approach emphasizes firm fixed pricing with vendors responsible for all transportation costs to the delivery point. Key deadlines include March 12, 2026, at 2:00 p.m. EST for submission of written questions to Contracting Specialist Wesley Spencer, and March 16, 2026, at 2:00 p.m. local time for proposal submission, with vendors required to hold prices firm for 60 days following submission.

This solicitation is designated as a 100% small business set-aside under NAICS Code 336390 (Other Motor Vehicle Parts Manufacturing) with a small business size standard of 1,000 employees. No incumbent contractor information is provided in the solicitation notice. The contract will be structured as a Purchase Order with Firm Fixed Price terms, though specific budget ranges or award values are not disclosed in the available documentation. Delivery is required within 60 days after receipt of order (ARO) to the Virginia Army National Guard Defense Supply Center in Richmond, Virginia, on an FOB Destination basis. The Government will conduct 100% inspection of all units upon delivery, with the option to inspect an initial quantity before requesting full shipment, and non-conforming units will be rejected at the vendor's expense with the vendor bearing responsibility for replacement of defective units.
