Acceptance is contingent upon verification of all technical requirements and salient characteristics. Non-conforming units will be rejected at the vendor's expense, and the vendor bears responsibility for replacement of defective units.

Statement of Objective (SOO):
Hitch-Mounted Cargo Platforms for 3-116th MBCT Infantry Squad Vehicles (ISV)
1.0 Scope
This Statement of Objective (SOO) outlines the requirements for the procurement of one hundred thirteen (113) hitch-mounted cargo platforms for the Virginia Army National Guard (VAARNG) 3-116th Mobile Brigade Combat Team (MBCT). These platforms are intended to extend the carrying capacity of the unit’s new Infantry Squad Vehicles (ISV).
2.0 Background
The VAARNG 3-116th IBCT requires hitch-mounted platforms to outfit their new ISVs. These cargo carriers are essential to enhance the operational effectiveness of the vehicles by increasing their cargo capacity. The platforms must be durable, reliable, and capable of withstanding the rigors of military operations.
3.0 Technical Requirements
The contractor shall provide cargo carriers that meet the following technical specifications:
Feature Requirement Quantity One hundred thirteen (113) units.
Weight Capacity Minimum of 750 lbs. Each carrier shall include support brackets to ensure it does not flex under load.
Platform Dimensions Minimum of 30 inches in width and 60 inches in length.
Construction Solid steel platform with a 2-inch x 2-inch solid steel shank compatible with a standard Class III or Class IV hitch receiver.
The platform must be capable of folding upwards when not in use.
Corrosion Resistance Each platform shall be powder-coated black, compliant with MIL- PRF-24712A or an equivalent commercial standard for corrosion resistance.
4.0 Salient Characteristics
The following characteristics are considered essential minimum requirements for this procurement:
• 750 lbs minimum weight capacity.
• 30” W x 60” L minimum platform dimensions.
• Solid steel, upward-folding platform.
• Corrosion-resistant powder coating (black) compliant with military or equivalent commercial standards.
5.0 Delivery and Acceptance
5.1 Delivery
• Delivery Schedule: The complete order of one hundred thirteen (113) units must be delivered no later than 60 days after receipt of order (ARO).
• Delivery Location: FOB Destination to Virginia Army National Guard, Defense Supply Center in
Richmond VA. The full shipping address will be provided upon award.
5.2 Acceptance
• Inspection: The Government will conduct a 100% inspection of all units upon delivery. An initial quantity may be requested for inspection before the full shipment is requested
• Acceptance Criteria: Acceptance will be based on the verification of all technical requirements and salient characteristics outlined in this PWS. Units that do not conform to these specifications will be rejected at the vendor's expense, and the vendor will be responsible for replacement.
