About this opportunity
USACE Kansas City District is preparing to re-advertise a design-build parking structure solicitation at the VA John Cochran Division in St. Louis, Missouri, with Phase 1 proposals due September 10, 2026, following an industry day on July 14, 2026. The previous solicitation W912DQ26RA023 received no responsive proposals and has been canceled; the district is revisiting acquisition requirements to broaden competition and industry participation.
The project involves construction of a 627-space parking structure with an elevator tower, covered walkway to the main hospital, and optimized traffic flow. Construction Cost Limit is $55 million. Design-build work begins in FY27, with construction phasing scheduled through FY35 to accommodate campus constraints and sequencing with concurrent capital projects including a bed tower, central utility plant, and engineering building.
A mandatory Project Labor Agreement must be submitted with proposals. Cybersecurity Maturity Model Certification of Level 1 (self-certified) is required, with no Controlled Unclassified Information involved.
Offerors must demonstrate three relevant prime projects valued at $25 million or greater (adjusted to present day value with 5% yearly escalation), completed within the past eight years, preferably involving parking structures using design-build delivery, Department of Veterans Affairs experience, and constrained site construction. CPARS or PPQ ratings must be provided. Phase 1 evaluation prioritizes Performance Confidence (relevancy, recency, and past performance quality); Phase 2 emphasizes Concept Design Solution, including narrative design solutions addressing project objectives, two to four architectural renderings, and a construction phasing and logistics plan.
USACE will issue the Phase 1 solicitation August 10, 2026, followed by a Pre-Proposal Conference August 17, 2026, in St. Louis. Virtual one-on-one meetings are available July 17, 2026. Contact david.j.walsh@usace.army.mil or scott.r.morrison@usace.army.mil for registration.
