About this file

This document is an industry update presentation for the Northeast Parking Structure project at VA John Cochran Division in St. Louis, Missouri, dated July 14, 2026.

The project involves design-build construction of a 627-space parking structure serving veterans, visitors, and staff at the VA healthcare facility. The structure will include an elevator tower with three elevators, a covered walkway connecting to the main hospital, and optimized traffic flow design. The Construction Cost Limit (CCL) is $55 million, with a mandatory Project Labor Agreement (PLA) required to be submitted with proposals. The procurement requires a minimum Cybersecurity Maturity Model Certification (CMMC) of Level 1 (self-certified) with no Controlled Unclassified Information (CUI). Proposals must be submitted to the Procurement Integrated Enterprise Environment (PIEE) by the deadline specified in the RFP. The program is being executed by the U.S. Army Corps of Engineers with Program Manager Hamze Fares and Contracting Officer David Walsh overseeing the acquisition. The project is scheduled for design-build work beginning in FY27, with construction phasing planned through FY35 to accommodate campus constraints and sequencing with other capital projects including a bed tower, central utility plant, and engineering building.

Evaluation will occur in two phases, with Phase 1 prioritizing Performance Confidence (relevancy, recency, and past performance quality) and Phase 2 emphasizing Concept Design Solution. Offerors must demonstrate three relevant prime projects valued at $25 million or greater (adjusted to present day value with 5% yearly escalation), preferably involving parking structures using design-build delivery, Department of Veterans Affairs experience, and constrained site construction. Projects must be completed within the past eight years with CPARS or PPQ ratings provided. Phase 2 evaluation will assess narrative design solutions addressing project objectives, architecture and aesthetics (minimum two, maximum four renderings), and a construction phasing and logistics plan demonstrating how the proposed solution meets RFP requirements while achieving project intent.

Submission and Evaluation Factors

10VA JOHN COCHRAN DIVISION, ST. LOUIS

Phase 1, Factor 1-1 Performance Confidence (Most Important Phase 1)

RELEVANCY

• 3 relevant projects as Prime.

• Examples of relevancy:

• Projects valued at time of award at $25,000,000 or greater (present day value, utilize 5% yearly escalation factor).

• Demonstrated experience involving parking structures building using the Design-build delivery method.

• Demonstrated experience working with DVA, CFM, TIL, or UFC.

• Demonstrated experience on a constrained site

• Demonstrated compliance with USACE

Contractor Construction Quality Management.

RECENCY

• Completed within the past 8 years

• More recent project performance will typically be a stronger predictor of future success and have more influence on the performance confidence assessment.

QUALITY OF PAST PERFORMANCE

• CPARS or PPQ for each submitted project.

Important Note Solicitation documents mention pre-cast construction. This is not a requirement, cast-in-place can be utilized if the builder determines that is more advantageous.
