About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 is seeking to lease contiguous existing office space in Savannah, Georgia, for a Vet Center. The space must comprise a minimum of 4,172 and maximum of 5,042 assignable square feet (ANSI/BOMA), with a maximum of 5,389 rentable square feet, and must be located entirely on either the first or second floor of an existing building that can be modified to meet VA requirements; new construction proposals will not be accepted. Key requirements include ENERGY STAR certification or statutory exceptions, compliance with accessibility and life safety standards, 30 reserved surface parking spaces, potential rooftop antenna space, and all tenant improvement costs to be incorporated into the lease pricing. The evaluation criteria assign equal weight to non-price factors (technical qualifications and past performance) and price, with first-floor locations preferred and award to be made to the offeror providing best value. Offerors must submit written questions by April 9, 2026, at 10:00 AM EST, and the current proposal closing date is May 14, 2026, at 10:00 AM EST, with all proposals to be submitted electronically to Rachael Hallock at RACHAEL.HALLOCK@VA.GOV.

This solicitation carries no set-aside designation, and there is no incumbent contractor as this is being treated as a new procurement. Proposals must be structured in three volumes covering technical factors, past performance with three references, and price documentation using GSA Forms 1217 and 1364 along with security and tenant improvement pricing. The lease term is 20 years consisting of a 5-year firm term followed by 15 years of soft cancellation options, with the Government retaining termination rights after the firm term upon 90 days' written notice. The procurement spans from the initial posting on April 2, 2026, with an extended proposal deadline of May 14, 2026, and the lessor is fully responsible for all design and construction of tenant improvements required to meet VA specifications. The place of performance is Savannah, Georgia, within a defined area of consideration, and the building must be modern, quality construction with a permanent facade.
