About this file
This document is Amendment No. 0001 to Request for Lease Proposal (RLP) 36C24526R0001 issued by the Department of Veterans Affairs Regional Procurement Office West/VHA in Martinsburg, West Virginia. The amendment extends the RLP closing date from April 23, 2026 to April 30, 2026 at 10:00 AM EST, provides answers to five offeror questions, and formally amends Section 1.02 of the RLP regarding space requirements.
The Government is procuring a replacement lease for contiguous office space within a range of 4,172 to 5,042 ANSI/BOMA square feet, with a maximum of 5,389 rentable square feet. The offered space must be located entirely on either the first (ground) floor or entirely on the second floor; space split between floors will not be considered, and offers proposing space above the second floor are ineligible for award. First floor space is preferred per evaluation criteria. The lessor is responsible for all design and construction of tenant improvements required to meet VA specifications, including signage, placards, and all buildout requirements, with these costs incorporated into the proposed rent and tenant improvement pricing. This is treated as a new procurement under VA leasing policy with no incumbent contractor. The space must be contiguous, and the Government will only consider proposals within the stated square footage range.

Attachment 1: Questions and Answers
Question Number Question Government Response
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services?
If not brand new, could you please provide the current / previous contract number?
This requirement is a replacement lease, which is treated the same as a new requirement under VA leasing policy. Because of that, there is no incumbent information to provide — replacement leases are procured as new actions.
Will the USG be providing funding included in the submission bid to this project to build out the specific VA requirements, such as signage, placards and all other specified requirements of this lease
The Government is procuring a fully serviced, turnkey lease. As such, the Lessor is responsible for the design and construction of all Tenant Improvements required to meet VA specifications (including signage, placards, and all other buildout requirements). These costs must be included in the Offeror’s proposed rent and Tenant Improvement pricing (see RLP Sections 1.08 and 3.05).
3 Will the USG consider lesser or greater space for this lease.
The Government will only consider offers within the stated range of 4,172 to 5,042 ANSI/BOMA (ABOA) square feet (see RLP Section 1.02).
Offers outside of this range will not be considered.
4 Will the USG consider the 1st, 2nd, 3rd floor?
The Government will consider space located on the first or second floor only. An amendment to the RLP will be forthcoming to formally reflect this requirement.
5 Does all the office space be required to be collocated on the same floor?
The Government requires contiguous space, and the offered space must be located together on the same floor (not split across multiple floors).
