About this opportunity

The Fish and Wildlife Service seeks well drilling, developing, and testing services at Rappahannock River Valley National Wildlife Refuge in Warsaw, Virginia, with offers due August 17, 2026 and a mandatory site visit on August 12, 2026. The procurement is set aside for small business and is a firm fixed-price construction contract valued between $25,000 and $100,000.

Place of performance is 336 Wilna Road, Warsaw, Virginia 22572, with delivery required by September 30, 2026. The period of performance runs August 24 through September 30, 2026. The work involves drilling a 4-inch diameter cased artesian water supply well designed to deliver a safe yield of 10 gallons per minute of potable water. The estimated well depth will be determined in the field with facility manager concurrence, with three primary water-bearing strata anticipated at depths of 200–300 feet, 400–600 feet, and potentially 800 feet; drilling to the 800-foot stratum requires advance facility manager approval. The contractor must furnish and install a 0.5 horsepower submersible pump rated at 10 gallons per minute, a pitless adapter with neoprene O-ring seals, and underground direct burial Type UF electrical wiring with #10 copper conductor minimum, installed 24 inches deep. All work must comply with Virginia Department of Health requirements, Virginia State Regulations, ANSI/AWWA standards, the National Electrical Code, OSHA requirements, and UL standards. The contractor is responsible for obtaining and paying for the well construction permit from the local State Health Department and any other required permits before commencing field operations.

Davis-Bacon wage rates apply per the Virginia General Decision document (VA20260007). Evaluation is price only, with award to the responsible respondent submitting the lowest evaluated price determined fair and reasonable. A 100 percent payment bond is required within 10 days of award. NAICS 237110; PSC Y1NE.
