About this file

This is a Statement of Work for drilling, developing, and testing a new 4-inch diameter cased artesian water supply well at the Eastern Virginia Rivers National Wildlife Refuge in Warsaw, Virginia (336 Wilna Road, Warsaw, Virginia 22572). The well must be capable of delivering a safe yield of 10 gallons per minute of clean, fresh, potable water. The estimated well depth will be determined in the field with facility manager concurrence, with three primary water-bearing strata anticipated at depths of 200-300 feet, 400-600 feet, and potentially 800 feet. Any requirement to drill to the 800-foot stratum requires advance facility manager approval. The Government reserves the right to modify well depth based on field conditions.

The contractor must coordinate the proposed well location with Bill Crouch, the on-site Government representative, ensuring compliance with Virginia Department of Health requirements for minimum distances from septic systems, building foundations, and termite-treated structures. The contractor is responsible for obtaining and paying for the required well construction permit from the local State Health Department and any other necessary permits from authorized agencies before commencing field operations. The well casing shall be 4-inch diameter PVC pipe conforming to ASTM F480, with watertight joints. If unconsolidated water-bearing strata are encountered, a continuous-slot, factory-wound PVC well screen must be installed with the slot size determined by soil sieve analysis. The contractor must furnish and install a standard pitless adapter with neoprene O-ring seals, a 0.5 horsepower submersible pump rated at 10 gallons per minute with single-phase 60 Hz AC motor and lightning protection, underground direct burial Type UF electrical wiring (#10 copper conductor minimum) installed 24 inches deep with detectable warning tape, and all appurtenant components for a fully operational well system. All work must comply with State of Virginia Regulations, ANSI/AWWA standards, National Electrical Code, OSHA requirements (29 CFR 1910 and 1926), and UL standards. The contractor must develop the well using an approved method until water is clear and free from sand, test the well by pumping at approximately 10 GPM for two hours after water level stabilization, disinfect the well using a chlorine solution at 50 PPM minimum concentration with 2 hours contact time, maintain a detailed daily well log documenting all materials penetrated and depths, and submit water samples to a Virginia Department of Health accredited and certified laboratory for comprehensive chemical, microbiological, radiological, petroleum constituent, and herbicide/pesticide analysis. The final completion report must include the well log, casing and screen location records, all pumping test data, and laboratory analysis results suitable for submission to the State of Virginia, with the well driller attaching an identification tag furnished by the Approving Authority approximately 6 inches above finished grade using stainless steel strapping (screw-type mechanisms are not acceptable).

B. The new well shall be capable of delivering a desired safe yield of 10 gallons per minute of clean, fresh, potable water. The estimated depth of the new well shall be determined in the field with concurrence from the facility manager. The area where the well is to be drilled may have three strata that typically yield decent water, one is from 200-300 feet deep, another one is 400-600 ft. If there is a need to drill to the 800 foot deep strata, the facility manager shall made aware of this and provide approval before proceeding.

C. The proposed depths are estimates only and the Government reserves the right to increase or decrease the depth of the well under a modification to the contract if field conditions so warrant.

D. The location of the new well shall be based upon site conditions, and in compliance with the Virginia Department of Heath requirements for minimum distance from a septic system, a building foundation, and from the building foundation if it is termite treated.
